This innovative project invites both households and small businesses to participate, allowing them to collectively negotiate better pricing on renewable energy contracts, thereby benefiting from cost reductions that are not available when individuals sign contracts independently.
Why the Project Matters
The collective purchasing model is designed to utilize the buying power of multiple participants to secure lower electricity prices. By reducing operational costs for electricity providers, Enerbank can offer an attractive plan exclusively powered by 100% renewable energy sources. This initiative not only provides financial benefits to consumers but also plays a vital role in promoting the decarbonization of the energy sector.
The project is supported by a subsidy from Japan's Ministry of Economy, Trade and Industry under its Fiscal Year 2024 budget for expanding renewable energy initiatives. Enerbank acts as the project coordinator, drawing on its expertise in energy procurement, particularly through its well-known reverse auction service, "Eneoku." Although similar projects have been challenging when aimed at individual households due to recovery cost concerns, this initiative focuses on simplifying the process, thereby ensuring increased participation.
How It Works
Utilizing advanced data analytics, this initiative will involve precision simulations that forecast current contract terms against potential new pricing, thereby facilitating a smoother transition for participants. The use of smart meter data allows for detailed 30-minute interval analyses, enabling far more accurate comparisons and suggestions than traditional monthly or annual electricity pricing reviews. With this sophisticated framework, participants can make informed decisions about their electricity contracts through a semi-automated, user-friendly web platform, streamlining what was once a complicated process.

Enhanced Pricing Simulation: The project leverages energy usage data sourced from the Electricity Data Management Association, conducting precise electricity pricing simulations based on actual consumption patterns.

Variety of Plan Comparisons: Participants can explore and compare various electricity pricing plans—such as standard, fixed-rate, and market-responsive plans from Tokyo Electric Energy Partner. This allows consumers to select the contract that best matches their preferences and budget.

No Participation Fee & Additional Rewards: There is no cost to join the program. Additionally, households that complete a survey will receive rewards as an incentive to engage with the project.

The project has already received support from local governments, including Saitama City, the Tokyo wards of Minato, Shinjuku, Shinagawa, Setagaya, Katsushika, and Inagi City. However, it remains open to any low-voltage consumers in the Tokyo area.
