In a groundbreaking study, the social return on investment (SROI) generated by Dubai Police's community initiatives has been estimated at an impressive 647.9 million AED (approximately $176.4 million). This significant value reflects the broader social, economic, and safety improvements achieved for 3.8 million beneficiaries from 2017 to 2026.
Measuring Impact Across Various Dimensions
Conducted by the Future Foresight Center, the research evaluated 80 community initiatives undertaken by the Dubai Police across multiple domains including education, health, awareness, and sports. These initiatives not only contributed to public safety but also impacted economic and social outcomes. The study quantified how these initiatives improved public safety, reduced crime rates, enhanced trust in law enforcement, and elevated the overall quality of life.
Economic contributions from these initiatives accounted for 542.7 million AED ($147.8 million) of the total SROI. Initiatives aimed at enhancing the quality of life generated 31.7 million AED ($8.6 million), while those that fostered public trust totaled 62.8 million AED ($17.1 million). Additional financial benefits were linked to community wellbeing and access to opportunities, amounting to 5 million AED ($1.36 million) and 5.7 million AED ($1.55 million) respectively.
Strong Correlation Between Initiatives and Quality of Life Metrics
The research uncovered significant statistical correlations between community initiatives and key safety and social indicators. A strong positive correlation of 0.44 was noted with the Happiness Index and a similar value with the Integrated Happiness, Safety, and Awareness Index. The study also revealed a negative correlation of 0.41 between the rise in community initiatives and incidences of crimes, indicating that enhanced community engagement contributed to lower crime levels. Additionally, a notable negative correlation of 0.796 was found between customer satisfaction and crime rates, emphasizing the effectiveness of community engagement in fostering safer environments.

Lieutenant General Abdulla Khalifa Al Marri, the Chief of Dubai Police, emphasized that the outcomes of the study showcase the effectiveness of sustainable community initiatives tailored to society's needs. He underscored how these initiatives not only bolster community partnerships but also enhance individuals' lives, considering them as essential pillars of sustainable safety. The positive public perception and prevention of crime are crucial benefits derived from these initiatives.
Among the significant programs evaluated, the 'Positive Spirit' initiative impacted two million people, while the Esaad initiative benefited over 1.15 million. The 'Ride with Dubai Police' program reached around 40,000 individuals, and activities associated with the UAE SWAT Challenge had a positive impact on 51,000 participants.
Contributions from Volunteers
The study further highlighted that from 2017 to 2026, 7,189 volunteers dedicated 249,916 hours to these initiatives, translating into an estimated financial saving of 21.7 million AED ($5.9 million). These findings vividly demonstrate that sustained community participation can yield measurable social and economic value, supporting preventive security measures, enhancing public trust, and promoting overall social stability.
