Okayama University's Strategic Meeting with MEXT Officials
On June 25, 2023, Okayama University, based in Okayama City, welcomed key officials from the Ministry of Education, Culture, Sports, Science and Technology (MEXT) to engage in meaningful discussions focused on advancing human resources in science and technology. The visitors included Atsushi Oku, head of the Human Resource Policy Division, and his team, who met with the university's President Yasutomo Nasu, Vice President Mitsunobu Kano, and other academic leaders to discuss strategies for improving research and personnel development across the institution.
This interaction is part of Okayama University's commitment to the J-PEAKS initiative, aimed at strengthening regional core and distinctive research universities. This project, backed by MEXT, aims to realize the university's long-term vision for 2050, which includes diverse and strategic initiatives in personnel system reform, focusing away from a faculty-centric model. Key components of this reform include the development of highly specialized research management personnel, a credentialing system for research management experts, and the enhancement of administrative and technical staff roles.
Throughout the discussions, various ideas were exchanged regarding future directions for human resource policies in science and technology. Topics included the nature of employment for researchers, the role of Research Assistants in doctoral programs, the promotion of diversity among researchers (especially increasing the presence of female researchers), and the necessity for universities to engage in the STEM education of younger students. Additionally, participants shared concerns on how to address ethical, legal, and social issues (ELSI) within research development.
During the meeting, President Nasu expressed his determination to leverage national initiatives to elevate the caliber of scientific personnel at Okayama University, including researchers and research management staff. He emphasized the need for rigorous governance and structural reform within the university, aiming to transform the institution into a collaborative entity that engages with industry and fosters talent from early education stages. This mission is underpinned by a commitment to enhancing diversity and driving societal change.
After the discussion, participants toured the Pharmaceutical Sciences Building and the Collaboration Building, where they were guided by Chief URA Koji Hatanaka. They observed the helium recovery and liquefaction facilities as part of the Okayama-based HeReNet initiative, which networks helium recycling projects across the region. Mr. Oku asked insightful questions about the equipment, demonstrating strong interest in the project's potential impacts.
As a participant in J-PEAKS, Okayama University intends to intensify efforts toward improving research management personnel and increasing sharing of research capabilities, thereby paving the way for innovation and social transformation through their initiatives.
