New Program to Encourage Two-Region Living in East Japan
Japan Airlines (JAL) and East Japan Railway Company (JR East) have announced an exciting initiative aimed at promoting two-region living within the Tohoku area, titled "Higashi Nihon, Ni-chiiki Kurashi". Set to launch in June 2026, this program is a part of their collaborative agreement to foster connections and increase both regional and resident populations in the area.
The "Higashi Nihon, Ni-chiiki Kurashi" program is structured to support individuals in experiencing the benefits of living in two locations by utilizing both the Shinkansen (bullet train) and air travel. It specifically targets areas within the Tohoku region, encompassing six municipalities in Aomori, Akita, and Yamagata prefectures. This innovative project has garnered attention, being selected as a pilot project by Japan's Ministry of Land, Infrastructure, Transport and Tourism, which aims to enhance the mobility and connection between urban and rural communities.
Benefits of Participation
Participants in the program will have the opportunity to explore the beautiful landscapes, rich culture, and unique experiences that the Tohoku region has to offer. To facilitate this, those who opt to travel round trip via Shinkansen will earn miles redeemable for future JAL flights, adding an incentive to explore more of the region during their visits. Furthermore, participants will also have access to interactive experiences connecting them with local residents, promoting an ongoing relationship even after the program concludes.
The program runs from June 1, 2026, to January 31, 2027, with an application period from April 13 to April 26, 2026. Each municipality involved will offer spots for five to ten participants. If the number of applicants exceeds the available slots, a lottery system will be employed. The results will be communicated by April 30, 2026.
Participation Requirements
To participate in this unique program, applicants must meet several criteria:
1. Visit the designated area at least the minimum number of times specified per locality, with a requirement to stay overnight in the host community.
2. Use both the Tohoku Shinkansen and JAL routes within the stipulated timeframe, fulfilling the needed trip count.
3. Be a member of the JAL Mileage Bank or the JR East "Ekinet" program upon application.
4. Fulfill any additional conditions set forth by the local municipalities.
The miles earned during travel will correspond to basic mileage for flights between Tokyo (Haneda or Itami) and airports serving the participating regions of Aomori, Akita, or Yamagata. Specific details about the program can be found on their special website, launching mid-April.
Local Government Engagement
The initiative is further strengthened by the enthusiastic support from local government leaders. For instance, the Mayor of Kuroishi City in Aomori, Mr. Takahashi Ken, invites participants to enjoy the natural beauty and rich history of his area, known for its apples and hot springs. Similarly, the Mayor of Senboku City, Mr. Taguchi Tomoaki, emphasizes the time-honored rural lifestyle and local history that participants can embrace.
Other mayors from cities like Nikaho, Sagae, and Kahoku are equally excited to showcase their unique attractions, from outdoor activities framed by stunning mountains to locally sourced culinary experiences.
