On April 25, 2025, the South Orange County Regional Center (RCOC) hosted its 28th annual Spotlight Awards ceremony in Garden Grove, California, an event dedicated to honoring outstanding contributions to the lives of individuals with intellectual disabilities. The evening was hosted by Michele Gile from KCAL News and CBS Los Angeles, with an inaugural appearance by RCOC Board President Sandy Martin.
Since its inception in 1997, the Spotlight Awards have served as a beacon of recognition for those who have made significant impacts in enhancing the quality of life for individuals with developmental disabilities. This year, a diverse array of recipients showcased the profound and varied contributions to the community.
The following individuals and organizations were recognized:
- - John M. Borack: Representing Fountain Valley as a father and as a committee member for the city’s Disability Advisory Committee, Borack has been a pivotal advocate for individuals with disabilities.
- - Kyle D. Pontius, PhD: A psychologist at RCOC, Pontius has been instrumental in developing support programs that aid families and individuals navigating the complexities of developmental disabilities.
- - Alex Sánchez: A direct support professional from Tustin, Sánchez works with New Horizons at the Orange County YMCA, helping individuals achieve their personal goals.
- - Korean American Special Education Center (KASEC): Under the leadership of executive director Rosa Chang, KASEC provides critical educational services to children with disabilities in Anaheim.
- - Dr. Michael Weiss: As vice president of Public Health at CHOC Health Alliance and serving at the Children’s Hospital of Orange County, Weiss has contributed greatly to health initiatives that prioritize children with special needs.
- - Providence St. Joseph's Hospital: Their Environmental Services Department was recognized as an employer that actively seeks to create inclusive job opportunities for individuals with intellectual disabilities.
- - Fernando Peña: A self-advocate from Costa Mesa, Peña has played an essential role in raising awareness and representing the voices of the disability community.
- - Richard L. Rosenberg: An academic figure affiliated with the Thompson Policy Institute and previous lecturer for the U.S. Department of Education, Rosenberg has championed educational reforms benefiting individuals with disabilities.
- - Infant Developmental Intervention Center (ICEC): Led by Pam Alexander, this Irvine-based organization has made strides in providing early intervention services to children with developmental challenges.
- - Tri Ta: The assembly member from Westminster, Ta's legislative efforts focus on policies that support individuals with disabilities and promote inclusive practices throughout California.
RCOC plays a crucial role in transforming lives through dedicated services for over 27,000 residents in Orange County with developmental disabilities including autism, intellectual disabilities, cerebral palsy, and epilepsy. They are the first point of contact for families seeking accessible community services. Their commitment to systemic support enables individuals with disabilities to live with confidence and dignity within their communities.
