With multiple service areas that are separated by long distances, the demand for high-capacity bandwidth was pressing, particularly for links exceeding 350 kilometers. The original cable system was put in place under a public service delegation contract with the Guadeloupe regional council. A crucial aspect of this agreement is the obligation to return control of the cable system to the regional government after a specified period.
