Nationwide Broadband Revolution in Azerbaijan



In a groundbreaking initiative, Aztelekom, part of the AZCON group, in collaboration with Huawei, has announced significant advancements in Azerbaijan's national broadband connectivity strategy called 'Online Azerbaijan'. This ambitious project has successfully extended high-speed internet access to an astounding 99.7% of Azerbaijan, benefitting approximately three million households and businesses from urban centers to the most remote villages. Notably, around two million of these connections were established in just the past two years, marking a remarkable achievement for the nation as virtually all of its 10.45 million residents can now access high-speed internet services.

The CEO of Aztelekom, Hasan Omarov, emphasized that this initiative is not merely a technological upgrade; rather, it represents a strategic investment aimed at narrowing digital divides and ensuring equal access to digital services for all citizens. This has enabled transformative changes in public service delivery through digital channels. Omarov highlighted that 'Online Azerbaijan' stands as one of the largest infrastructure undertakings in the country's history, heralding an era where all citizens, irrespective of their geographical location, can enjoy swift and reliable internet services and equal digital opportunities.

With Huawei's robust technical capacity, innovative solutions, and proven delivery capabilities, the development of Azerbaijan's digital infrastructure has markedly improved. This mega project is designed to facilitate the implementation of advanced technologies like 10G and 50G Passive Optical Networks (PON), paving the way for the deliverance of ultra-fast, dependable high-capacity broadband services to both households and enterprises in the foreseeable future.

Launched in 2021 by the Ministry of Digital Development and Transport, the 'Online Azerbaijan' initiative aligns with government objectives to boost the average internet speed in stable broadband networks to 50 Mbps by 2025. Under Huawei's TECH4ALL digital inclusion program, efforts have been made to build infrastructure that reaches even the most remote villages, integrating gigabit optical technologies into places previously lacking connectivity.

According to Cui Yangyang, director of the TECH4ALL program office at Huawei, the company's commitment is fostering technological development and solutions intended to bridge the digital divide, fostering a more inclusive and sustainable digital landscape. 'Providing access to high-speed internet for everyone, irrespective of their location, opens up opportunities for citizens to contribute to the growing digital economy,' he mentioned.

The comprehensive optical telecommunication solutions provided by Huawei concentrate on replacing traditional electrical switching with optical technologies to meet the increasing demands for high bandwidth and low latency.

Strategically, project goals have been established based on the population density, infrastructure potential, and social indicators of each of the 14 economic regions in Azerbaijan. When the project was initiated, the country's average internet speed was a mere 11.7 Mbps. By 2025, this is projected to skyrocket to a remarkable 88.84 Mbps—an outcome directly related to the expansive deployment of optical infrastructure, including the complete replacement of old copper networks with optical ones.

The progress made allowed Azerbaijan to leap nine places in the UN’s e-Government Development Index and achieve its position in the highest tier of digital governance for the first time by 2025. The project has garnered international recognition through various awards and has been showcased as a case study in specialized events—also featuring in the Harvard Business Review Türkiye and Philip Kotler’s 'Principles of Modern Marketing'.

Historically, many rural areas in Azerbaijan suffered from limited access to modern connectivity and digital services. For example, in traditionally isolated mountain villages like Khinalig, the introduction of reliable and rapid connection options has drastically broadened local opportunities—supporting small and medium-sized enterprises, bolstering tourism, and enabling local artisans to share their craftsmanship with a global audience through live broadcasts.

Additionally, enhanced connectivity has expanded access to online learning for rural schools, bridging the digital divide and affording rural students educational opportunities comparable to their urban peers.

Beyond online education, projects fostering telemedicine and smart cities are being conducted nationwide. Future phases of the 'Online Azerbaijan' project will focus on expanding 5G networks and the Internet of Things (IoT) to the most remote areas in the country while emphasizing energy efficiency and the implementation of environmentally friendly technologies.
