The Better Gambling Forum Launches New Framework
On September 22, 2025, the Better Gambling Forum (BGF) made a significant announcement aimed at enhancing player protection on a global scale. This multi-stakeholder initiative, aligned with the Brain Capital Alliance and in collaboration with esteemed organizations such as the G7/G20, United Nations, and World Economic Forum, introduced the Responsible Gambling Practice and Policy Pillars (RG3P) Framework. This framework is poised to serve as a comprehensive guideline to establish a unified approach for protecting players from gambling-related harm.
Understanding the RG3P Framework
The RG3P Framework is structured around six essential pillars that address various aspects of player protection:
1.
Education, Informed Choice, Harm Prevention: The first pillar emphasizes the importance of educating players, equipping them with vital knowledge to make informed gambling choices while promoting proactive harm-prevention strategies.
2.
Risk Detection, Intervention: This pillar focuses on developing tools that help identify at-risk individuals promptly, ensuring that appropriate interventions are applied in a timely manner.
3.
Support, Treatment, Recovery: Access to effective support systems, treatment options, and recovery services is fundamental to assist those grappling with gambling addiction or related issues.
4.
Gambling Environment, Product Marketing: Establishing standards for gambling environments and product marketing is crucial to minimize potential harm to players.
5.
Ethical Industry Practices, Accountability: This pillar advocates for transparency and accountability within the industry, ensuring that operators adhere to ethical standards aimed at safeguarding player welfare.
6.
Research, Evaluation, Sustainable Funding: Continuous research and evaluation of policies, together with sustainable funding models, are emphasized to support ongoing measures in player protection.
Shawn Fluharty, Chair of the BGF Steering Committee, remarked on the initiative’s significance, highlighting the urgent need for coordinated, evidence-based responses to gambling-related harm. He stated that the goal is to future-proof gambling and health policies by shining a light on scalable, evidence-informed practices.
A Unified Approach for Player Protection
Kevin Winters, a prominent member of the Better Gambling Forum, expressed that the mission is to craft a practical, comprehensive framework that can be universally adopted across different jurisdictions. This initiative not only aims to complement existing responsible gambling efforts but also seeks to create a common benchmark that unifies best practices, thereby enhancing the overall impact of interventions in place.
The framework is constructed under the scrutiny of an independent Scientific Oversight Committee (SOC), which ensures that all recommendations are rooted in scientific integrity and ethical considerations.
Francis Keyser, a SOC member, elaborated on the significance of the six pillars as a structured response to the modern challenges posed by gambling, especially in digital venues where it may adversely affect mental health and societal dynamics, particularly among younger demographics. The framework serves as a vital resource for jurisdictions looking to establish a 'gold standard' for gambling awareness, treatment programs, and comprehensive regulations.
