Tokyo's Seminar on Employment for Ukrainian Refugees
In an effort to support the integration of Ukrainian refugees and foreign talent into the workforce, Tokyo will hold a two-part seminar titled
"Employment Acceptance Seminar for Ukrainian Refugees and Others." This initiative, managed by Gakujō Co., Ltd., will take place on
October 9 and October 30, 2025. Companies enthusiastic about hiring foreign workers are encouraged to participate, whether in person or online.
Background
Since May 2022, the Tokyo Metropolitan Government has established a
consultation window for Ukrainian refugees seeking employment, offering guidance and assistance to both the refugees and the companies willing to employ them. This upcoming seminar will focus on various topics such as governmental support efforts, challenges in communication strategies, and real-life success stories from companies that have welcomed refugees.

Session 1: Understanding the Current Situation of Ukrainian Refugees (Basic Edition)

- - 13:30 - 14:10: Overview of government and Tokyo's support initiatives for Ukrainian refugees, by the Tokyo Employment Consultation Desk for Ukrainian refugees.
- - 14:20 - 15:00: Insights from real experiences with Ukrainian refugees, featuring Yuria Yokoyama, Executive Director of the Japan YMCA.
- - 15:00 - 15:20: Information on employment support for Ukrainian refugees provided by the Tokyo Foreign Employment Service Center, presented by Hiroyuki Saga, its Director.
- - 15:20 - 15:30: General announcements and explanations from the secretariat.
Session 2: Learning Acceptance Know-How from Employment Cases of Ukrainian Refugees (Practical Edition)
Date: October 30
- - 13:30 - 14:00: Communication methods in the context of employment of Ukrainian refugees, hosted by Ichiro Asakai, CEO of Naitei Bridge Co., Ltd.
- - 14:00 - 14:40: Discussion on the employment of Ukrainian refugees currently enrolled in educational institutions, led by Norimasa Orii, Chairman of Pathways Japan.
- - 14:45 - 15:25: Presentation of case studies from companies that have welcomed Ukrainian refugees.
- - 15:25 - 15:30: Closing remarks and further announcements from the secretariat.

The seminar is geared towards mid-sized and small business owners and human resource representatives keen on the recruitment and utilization of Ukrainian refugees in Tokyo.
