Riverside University Health System Unveils Landmark $580 Million Behavioral Health Facility

Riverside University Health System Marks Topping-Out of Innovative Behavioral Health Campus



The Riverside University Health System (RUHS) and PMB recently celebrated a significant milestone in the construction of The Wellness Village in Mead Valley, California. This $580 million project is set to redefine healthcare services by integrating behavioral health treatment with primary medical care and social support services, positioning it as a leading model in the healthcare sector. Over 450,000 square feet, The Wellness Village promises a comprehensive range of care that will meet various needs from urgent treatment to supportive housing.

The topping-out ceremony is a time-honored tradition in major construction projects, marking the completion of the structure's framework. Attendees included local leaders and project stakeholders who commemorated the moment with the placement of an evergreen tree and a U.S. flag on the building's highest point. The ceremony culminated with the lifting of the final steel beam, signed by all members of the project team, into place by the ironworkers.

Ben Rosenfeld, Partner and Executive Vice President of Development at PMB, shared insights into the collaborative effort that has brought the project to its current stage. He stated, “This project is a testament to the strength of collaboration. Together with our partners in this public-private partnership, we have achieved this integral step in the process. Furthermore, we are thrilled that we are on schedule for the topping-out of The Wellness Village in Mead Valley that will serve as a model for integrated behavioral healthcare delivery across California.”

Upon completion in 2026, The Wellness Village will be home to Riverside County's first mental health urgent care and crisis residential program designed explicitly for children under 13—addressing a critical gap in service availability. The campus will offer urgent behavioral health treatment, outpatient services, and supportive housing options among other essential services. Some key programs planned for the facility include:

  • - Youth and Family Care Center: Providing outpatient care, a children’s crisis residential program, and accommodations for families with children in treatment.
  • - Wellness and Education Center: Focusing on intensive outpatient substance use prevention and treatment programs, along with primary care, dentistry, imaging, and pharmacy services.
  • - Recovery Center: Offering adult and youth behavioral health urgent care, sobering services, and a residential treatment program for substance use disorders.
  • - The Residences: Aiming to provide supportive housing and recovery residences to better assist individuals on their path to recovery.
  • - Restorative Care: Encompassing adult residential facilities and mental health rehabilitation services.

The design of The Wellness Village promotes community interaction and holistic recovery by incorporating green spaces for relaxation and meditation, sports courts for physical activities, a public market and café for social gatherings, and multi-functional community meeting spaces.

This ambitious project is a result of collaborative efforts between PMB—responsible for development—Boulder Associates as architects, Snyder Langston as design-builders, and PMB Real Estate Services managing properties. Financial backing includes partnerships with Morgan Stanley, JLL, Kensington Advisors, P3 Foundation, AHP, and the Department of Health and Care Services through Behavioral Health Care Improvement Program grants.

PMB, the healthcare real estate developer behind this transformative initiative, aims to enhance the delivery of care and positively influence community wellness. With a focus solely on healthcare facilities, PMB has a portfolio of over 130 developments representing approximately 6.5 million square feet, along with the ownership and management of 70 medical facilities comprising more than 5.2 million square feet.

As Riverside University Health System and PMB move forward with The Wellness Village project, the community of Mead Valley can anticipate a significant enhancement in mental health services, fostering a comprehensive approach to health and wellness that will resonate throughout California.
