New Playbook Provides Guidance for Improving Foster Care Services
In a groundbreaking initiative, a new playbook titled
Improving Outcomes for Young Adults and the Systems that Serve Them A Playbook of Best Practices has been unveiled, set to transform how services are rendered to young people in foster care. This resource has been developed collaboratively by youth who have navigated the foster care system themselves, alongside child welfare leaders, policymakers, and advocates.
A Collective Endeavor for Change
This playbook represents the first significant project initiated by the National Collaborative for Transition-Age Youth, a group formed by three dedicated organizations: the American Public Human Services Association (APHSA), FosterClub, and Youth Villages. Together, they focus on improving the transition experiences of young adults aged 18 and above who are leaving foster care.
According to statistics, around 16,000 youth exit foster care in the United States each year without the support of family reunification or adoption. This alarming reality places these individuals at a much higher risk for homelessness, disrupted education, low-paying jobs, and early parenthood. The significance of the playbook lies in its actionable strategies designed to enhance outcomes for these vulnerable individuals.
Key Features of the Playbook
The playbook is packed with practical solutions, including:
- - 35 Targeted Policy Recommendations: Clear, concise directives aimed at policymakers to reform existing systems and practices.
- - Over 100 Examples of Innovative Practices: These case studies highlight successful models from various jurisdictions that have positively impacted youths in foster care.
- - Tools for Implementation: Offering a roadmap for stakeholders to adopt and apply these best practices effectively.
- - Calls to Action for Public Sector Leaders: Harnessing the power of advocacy to facilitate positive changes in public policies affecting these youths.
The strategies outlined cover essential domains such as housing, education, health, employment, and permanency.
Overarching Priorities for Elected Officials
The playbook emphasizes critical priorities for state and federal lawmakers, including:
- - Co-designing programs alongside young people to ensure their voices are at the forefront
- - Increasing funding for crucial programs like the John H. Chafee Foster Care Program
- - Expanding Medicaid eligibility up to age 26 to provide comprehensive health coverage
- - Creating flexible funding routes to enhance resource availability
