Kapsch TrafficCom has secured a significant contract worth $32 million from the North Carolina Turnpike Authority (NCTA) to complete the Phase 2 of the Complete 540 project, an initiative that has been in development for nearly a decade. The project involves extending the Triangle Expressway by 10 miles, thereby finalizing the outer loop around the greater Raleigh area. This extension not only marks a critical milestone for regional infrastructure but also solidifies Kapsch's ongoing partnership with NCTA.
Overview of Phase 2
The contract entails design-build services along with multi-year maintenance and operational commitments. The new roadway segment will link Interstate 40/US-70 to the existing interchange at I-540/I-87/US-64/US-264 in Knightdale. This extension follows the completion of Phase 1, which was successfully wrapped up in September 2024. With this latest phase, Kapsch will have overall responsibility for tolling operations across the entire 36.8-mile loop of the Complete 540 expressway.
The innovative segment includes a total of 12 toll zones and 64 lanes that employ an all-electronic, open-road tolling system. Importantly, the infrastructure will not rely on in-pavement sensors but will instead operate on a cloud-based platform, fulfilling NCTA's stringent performance criteria. Kapsch TrafficCom aims to open this new segment to drivers by late 2028.
