Starting in fiscal year 2024, TIB is introducing the exciting Global Innovation Challenge Cluster Creation Project, known as TIB CATAPULT. The recent selection of six new innovation clusters is a significant step towards fulfilling this vision.

2. XR Innovation Lab - Under the guidance of Dai Nippon Printing Co., Ltd., this cluster will focus on cross-reality technologies, working on developing platforms and applications that bridge the physical and digital worlds.

3. Forge - Spearheaded by T.S.I. Co., Ltd., this cluster emphasizes manufacturing and fabrication technologies, aiming to prototype new models and innovations in production processes.

4. MoRo (Mobility & Robotics) - This initiative, backed by DMM.com, will delve into next-generation mobility solutions and robotics, tapping into the latest advancements in artificial intelligence and automated systems.

5. Foodα X TOKYO - Supported by the Urban Renaissance Agency, this cluster will focus on food technology and well-being, promoting initiatives that enhance food security and sustainable practices in culinary developments.

6. Creative Entertainment Cluster - Associated with Sony Group Corporation, this cluster aims to redefine entertainment experiences through collaboration with powerful overseas institutions, leveraging global standards to influence entertainment innovation.

Financial Support from the Tokyo Metropolitan Government


The Tokyo Metropolitan Government is committed to ensuring that each initiative progresses effectively. To foster this development, they will provide various support measures, including performance-based funding. The promised funding includes:
  • - Up to 300 million yen over three years for the clusters.
  • - An additional 300 million yen for the Global Promotion Cluster, ensuring heightened support for its international activities.

Commitment to Startups


The newly selected clusters will formally sign agreements with the Tokyo Metropolitan Government and will offer targeted support to startups in their respective fields through fiscal year 2029. This includes nurturing at least 20 collaboration initiatives within three years, spanning a comprehensive range of activities.

To kickstart the program, a launch event will be held on September 19, 2025, where startups and companies interested in the clusters can learn more about the various initiatives and opportunities available. Subsequent activities will include startup recruitment, workshops, and innovation events aimed at fostering community and partnership.
