Aztelekom Expands Broadband Connectivity Across Azerbaijan with Huawei's Support

Major Breakthrough in Azerbaijan's Broadband Connectivity



The partnership between Aztelekom, a subsidiary of AZCON Holding, and Huawei has culminated in a remarkable achievement for Azerbaijan's broadband infrastructure. On June 10, 2026, the two organizations jointly announced that their national broadband strategy, known as "Online Azerbaijan," now reaches an impressive 99.7% of the country's territory. This strategic collaboration has successfully brought high-speed internet and digital services to 3 million households and businesses across both urban centers and remote villages, with 2 million connections established in just the last two years.

The impact of this initiative has been profound, as nearly all of Azerbaijan's 10.45 million citizens can now access reliable high-speed internet. Hasan Omarov, the CEO of Aztelekom, emphasized that this initiative was not just about technological advancement but a strategic investment aimed at reducing digital inequality. "We are ensuring equal access to digital services, creating a foundation for the digital transformation of government services,' Omarov stated.

One of the key elements of this mega-project lies in its ability to provide equal internet access, regardless of one’s location. The advanced capabilities of Huawei, coupled with their innovative solutions, have been instrumental in enhancing Azerbaijan's digital infrastructure. As part of the initiative, technologies such as 10G and 50G PON will soon be rolled out, promising even faster internet service for households and enterprises.

Launched in 2021 by the Ministry of Digital Development and Transport, "Online Azerbaijan" aligns with government targets to improve average internet speeds in stable broadband networks to 50 Mbps by 2025. Huawei's contributions through its TECH4ALL program have been pivotal in establishing infrastructures that connect some of the most remote villages of Azerbaijan through cutting-edge optical gigabit fiber solutions.

Cui Yangyang, the director of Huawei's TECH4ALL program, remarked, "Our goal is to leverage technology and solutions to bridge the digital divide and create an inclusive, resilient digital world. Access to high-speed internet for everyone opens up opportunities for every citizen to contribute to Azerbaijan's growing digital economy and prosperous future."

Huawei’s optical telecommunications solutions focus on developing an end-to-end infrastructure that replaces traditional electrical switching with optical technologies, thus fulfilling high bandwidth and low latency demands. The project’s objectives considered factors such as population density, infrastructural potential, and social indicators across Azerbaijan's 14 economic regions. Remarkably, at the project's initiation, the average internet speed in Azerbaijan was only 11.7 Mbps, which is projected to surge over sevenfold to 88.84 Mbps by 2025, directly attributable to the extensive rollout of fiber-optic infrastructure that replaces outdated copper telecommunications networks.

The significance of this project is further highlighted by Azerbaijan's ascent of nine positions in the UN e-Government Development Index over just a year, marking its entry into the top tier of digital governance by 2025. Over the years, the initiative has been showcased as a case study in various specialized forums and has earned five international awards, also being recognized in prestigious publications like Harvard Business Review Türkiye and Philip Kotler’s “Principles of Modern Marketing.”

Historically, many rural areas in Azerbaijan had limited access to contemporary communication and digital services. In remote mountain villages like Khinalig, the implementation of reliable high-speed connections allows local businesses to flourish, boosts tourism, and enables local artisans to share their crafts with global audiences via live broadcasts. This connectivity improvement has also broadened access to online education for rural schools, helping to close the digital gap and providing rural students with opportunities comparable to their urban peers.

Alongside initiatives in online education, programs are being launched that encompass telemedicine and smart city developments. The next phase of "Online Azerbaijan" will concentrate on the rollout of 5G and the Internet of Things in the most remote regions, with a commitment to energy efficiency and the integration of green technologies.
