A New Era for Foreign Skilled Workers
Historically, the recruitment of foreign skilled laborers in Japan has been driven by the expectation that job listings would attract a surplus of applicants. However, statistics indicate a shift in this paradigm. As of late 2025, the acceptance caps for various sectors beyond food and beverage have been nearing their limits, with 70% in food product manufacturing, 65% in construction, and 53% in nursing care.
Job vacancy ratios for occupations such as food preparation (2.17 times) and service sectors (2.35 times) have also exceeded the overall average of 1.02. This indicates not only a heightened interest from employers in these fields but also a race to secure the remaining skilled workers.
Moreover, there are increasing transitions to Specified Skilled Worker Category 2, which allows for ongoing residency renewals and family accompaniment, thus reinforcing the perception of foreign talent as a limited and valuable asset.
Market Dynamics and Employer Responses
According to data from our platform, over 20 restaurants have increased their recruitment quotas for foreign skilled laborers, lifting their offers by around 216,000 yen annually. For instance, our client, INGS, raised their monthly wage from 250,000 yen to 280,000 yen for both experienced and inexperienced applicants alike. This represents a growth in the overall cost of hiring, not just in wages.
