Shanghai Electric and Econergy: A Major Step Forward for Renewable Energy in Romania
On October 1, 2025, Shanghai Electric celebrated a significant milestone by signing an agreement with Econergy Renewable Energy Ltd. to commence the second phase of the Parau photovoltaic project in Romania. This phase will feature a capacity of 342 MW, marking it as one of the pivotal advancements in the country's clean energy landscape. The collaboration aims not only to supply clean electricity to residential and commercial users but also to reinforce Shanghai Electric’s commitment to renewable energy advancement in Central and Eastern Europe.
Wu Lei, Secretary of the Party Committee and President of Shanghai Electric Group, expressed confidence in leveraging their technological strengths in wind, solar, and energy storage to drive ecological progress in the region. “Based on our successfully completed projects in Romania, our objective is to enhance our presence in Central and Eastern Europe and to deliver tailored solutions that accelerate Romania’s energy transformation,” he stated.
The Parau Phase II project serves as a crucial part of Econergy’s strategic expansion in Romania and across the Central and Eastern European region. Andrea Loi, Vice President of Operations at Econergy, highlighted the deep trust in Shanghai Electric's technical expertise and project execution capabilities, anticipating close collaboration to ensure the successful development and operation of this landmark project.
The upcoming Parau Phase II is the fourth solar initiative executed by Shanghai Electric in Romania. It follows the successful completion of the first phase, Parau Phase I, which had a capacity of 91.4 MW and commenced operations in late 2024, providing clean energy to approximately 70,000 homes while effectively reducing carbon dioxide emissions by around 6,800 tons annually.
In addition, Shanghai Electric’s renewable portfolio in Romania includes the Schultu photovoltaic project with a capacity of 56 MW. This project achieved provisional acceptance in June 2025 and is now in its two-year warranty and operational phase. Another ongoing project, Ovidi, with a capacity of 60 MW, is currently under construction after being contracted earlier this year.
Come October 2025, the total combined capacity of Shanghai Electric's projects in Romania will reach around 550 MW, marking a consistent long-term development pathway for clean energy in the country.
On the same day of the Parau Phase II contract signing, Wu Lei had a separate meeting with the Chinese ambassador to Romania, Chen Feng, and Istvan-Lorant Antal, President of the Romanian Energy Committee. Antal emphasized Romania's active transformation of its energy structure, focusing on solar energy, energy storage, gas turbines, and electricity transmission and distribution. He expressed optimism about deepening cooperation with notable companies like Shanghai Electric to jointly develop renewable energy projects.
Wu Lei also engaged in high-level discussions with executives from Austria’s OMV Group to explore new cooperative opportunities in the region's energy sector, further solidifying Shanghai Electric’s vital role in Romania’s energy transition.
