Accelerating the Globalization of Content: New Initiatives for Tokyo's Content Industry

Japan's content industry is witnessing remarkable growth, largely driven by the success of anime and games in the global market. The overseas market has now reached approximately 6 trillion yen, which has become a focal point for further development. With the government's ambitious target of increasing overseas revenue to 20 trillion yen by 2033, there is growing attention on the potential of this sector. Content is now viewed alongside steel and semiconductors as a 'strategic export industry', prompting a concerted effort to bolster various forms of support.

In response to this booming market, the Tokyo Metropolitan Government has launched the ‘Into Global’ program aimed at providing essential knowledge and assistance to local small and medium-sized content businesses aiming to expand globally. This initiative is designed to offer resources through a consultation desk as well as symposiums, enabling firms to effectively navigate international landscapes.

Key Features of Into Global

The ‘Into Global’ initiative includes a free consultation service that links aspiring content entrepreneurs with seasoned professionals and experts who can identify challenges in their international expansion strategies. These experts bring a wealth of experience and a long-term strategic vision to help businesses devise actionable plans tailored to their specific needs. The service is available free of charge to small and medium enterprises registered in Tokyo, as well as individual entrepreneurs who have filed the necessary business paperwork.

Specialized Focus Consultations

A new element for 2026 is the introduction of specialized 'Overseas Development Focus Consultation Meetings'. Each of these consultations will spotlight current topics and themes relevant to specific regions or markets, featuring leading experts who provide tactical advice grounded in real-world experience. One highlight will be a one-on-one strategy consultation on July 6, 2026, centered on the international expansion of gaming:

  • - Date: July 6, 2026, from 1:00 PM to 5:00 PM
  • - Format: In-person, one-on-one consultations (approximately 50 minutes per session)
  • - Location: Into Global Office, Nakano City, Tokyo
  • - Cost: Free
  • - Registration Deadline: July 1, 2026, by 11:59 PM

Please be advised that attendance is limited; when demand exceeds capacity, registrations will be evaluated based on the information provided by applicants. Successful candidates will be notified by July 3, 2026.

Symposiums and Insights

In addition to consultations, the program will hold symposiums that delve into essential topics such as legal and accounting frameworks for international co-production, strategic insights from producers thriving in the global market, and methods to leverage public support programs. These sessions are expected to yield diverse insights to support businesses in successful global ventures.

Ongoing Updates and Resources

To complement the launch of this initiative, an official note has been created to regularly share valuable insights, including 4-panel comics and expert commentary on international expansion strategies. This will help participants effectively leverage the consultation services.

About the Program's Management

The program is managed by the Tokyo Metropolitan Industrial and Labor Bureau, with operational support from Tsuclea Corporation. Tsuclea is dedicated to supporting entrepreneurs by offering consulting services, organizing events, and developing acceleration programs. They strive to cultivate the next generation of innovators by collaborating on various projects, product developments, and production.
