Tokyo's Global Women Empowerment Initiatives

In May 2023, Governor Koike and Deputy Governor Matsumoto represented Tokyo at two significant international conferences, marking a pivotal moment in the city's efforts to support women's roles across various sectors.

From May 21 to 23, Governor Koike participated in the esteemed "FORTUNE Most Powerful Women International Summit" held in Riyadh, Saudi Arabia. This summit brought together influential female leaders from various fields, including government, business, and the arts. During the event, Koike did not just attend but actively engaged in discussions, sharing Tokyo's innovative initiatives aimed at empowering women in leadership positions. She highlighted the importance of taking action rather than waiting passively for opportunities. Her passionate words resonated with attendees as she encouraged women to embrace the current global changes as an opportunity for substantial growth.

Meanwhile, Deputy Governor Matsumoto was equally engaged, attending the "IWF World Leadership Conference 2025" in Seattle from May 21 to 24. Matsumoto focused on discussions around the "2050 Tokyo Strategy" which outlines plans for sustainable urban development centered on gender equality and women's empowerment. She articulated Tokyo's commitment to not only fostering local initiatives but also expanding them nationally and globally.

Women in Action: Tokyo's Initiative


Through the “Women in Action” (WA) initiative, Tokyo aims to optimize the contributions of women to create a rich and diverse society amidst a population decline. This program focuses on fostering women's active participation in various careers and industries. Since its inception, Tokyo has organized forums and networks to promote female leadership and business participation, resulting in 131 companies joining the collaborative agreement to empower women in the workplace.

In conjunction with previous efforts, Tokyo has introduced several upcoming programs to further bolster women's roles in STEM fields:

Girls Meet STEM in Tokyo


Beginning July 19, 2023, Tokyo will host office tours for high school girls interested in science, technology, engineering, and mathematics (STEM). This initiative, conducted in partnership with the Yamada Shintaro D&I Foundation, aims to inspire and guide young women into STEM careers. The program will expand to over 50 participating companies, allowing students to interact with female professionals in these fields.

Additionally, leadership training programs and corporate networking events will continue to strengthen the support systems for women in various sectors. For instance:

  • - Corporate Exchange Programs: Designed to foster dialogue among companies about the best practices in promoting women's empowerment.
