Brewer Foundation Celebrates Record Year in Global Debate Participation at IPPF 2026-27

Brewer Foundation Achieves Record Participation in International Public Policy Forum

The Brewer Foundation has proudly announced a historic milestone for the International Public Policy Forum (IPPF) for the 2026-27 year. This year's competition features participation from an astonishing 506 teams representing 62 countries worldwide, signaling a significant rise in global engagement in public policy debates among students. This year marks the 26th anniversary of the Ford Foundation's effort to cultivate civil discourse on pressing policy issues, which has evidently captured the attention of students across the globe.

Among the 62 nations participating, 17 countries are making their debut in this year's competition, including France, Mexico, Curaçao, and Russia. This diverse representation emphasizes the growing interest in global dialogue and debate around complex political and social issues. Each team has submitted a qualifying essay of up to 3,000 words on this year's critical resolution: The United Nations should prioritize protecting the rights of women and girls over respecting state sovereignty. This topic has been carefully selected to challenge students to think critically about the balance between human rights and national interests, a vital contemporary issue shown to impact nations differently.

The evaluation of the submitted essays will be carried out by a panel of esteemed judges, comprising members from the IPPF's Circle of Champions, as well as faculty from the New York University Berkley Institute for Civil Discourse and Civic Solutions. For the first time, judges will also include debaters from partner institutions like Howard University, Texas Southern University, and Cornell University. This collaboration not only enhances the quality of the judging process but also provides a rich diversity of perspectives.

William A. Brewer III, the chairman of the Brewer Foundation and the founder of IPPF, commented on the unprecedented turnout: "This year's record participation signifies a powerful message from students around the world about their desire to engage in meaningful dialogue and exchange ideas. In an era where constructive discourse seems to be diminishing, these students shine brightly and set a remarkable example for society."

After the initial essay round, the Top 64 teams will advance to a single-elimination debate tournament. This tournament will progress through two written rounds, narrowing down the teams to an Elite Eight, who will showcase their debating skills in a virtual oral round. Selected finalists will then travel to New York City for the highly anticipated IPPF Finals, scheduled for April 16-17, 2027, at NYU School of Law. The winners will not only earn the prestigious title of IPPF World Champion but will also take home the Brewer Cup and a generous grand prize of $10,000.

Established in 2001, the IPPF stands as the world's sole international high school debate competition that incorporates both written and oral advocacy on public policy matters. The initiative is a testament to the Brewer Foundation's dedication to education equity and empowering students through structured mentorship and debate.
