Tokyo's Sukuwaku Program and the Call for Navigator Parks
Tokyo is rolling out an innovative initiative to bolster early childhood education through its Sukuwaku Program, developed in partnership with CEDEP, a research institution at the University of Tokyo. This program aims to support the growth and development of infants and young children by creating a network of educational facilities that transcend the barriers of kindergartens and daycare centers.
In recent years, the Sukuwaku Program has witnessed significant growth, with plans to expand its reach across Tokyo starting in March 2024. As of this year, over 1,591 kindergartens and childcare facilities are involved in the program, with expectations to exceed 2,750 in the coming year. To further enhance the quality of activities within the program, Tokyo has introduced the Navigator Park initiative, which facilitates learning among participating institutions.
The Role of Navigator Parks
The core purpose of establishing Navigator Parks is to create a hub for learning and exchanging ideas among institutions implementing the Sukuwaku Program. By fostering a collaborative network, these Navigator Parks will help improve the quality of initiatives being practiced across the board. There have been numerous insights shared among educators; many express a desire to understand best practices and unique methods utilized by their peers, while also seeking a supportive environment where they can discuss challenges and receive advice.
Activities and Support for Navigator Parks
Navigator Parks will actively engage in various activities aimed at enhancing the overall experience of the Sukuwaku Program:
- - Accepting visits from other implementing parks and sharing insights on activities and methodologies.
- - Providing guidance and advice to fellow institutions based on their experiences and practices.
Participants of the Navigator Park initiative will benefit from a range of support, including:
- - Access to various experts involved in exploratory activities within the program for online consultations coordinated by the city.
- - Opportunities to participate in training sessions organized by CEDEP, aimed at improving the quality of program initiatives.
- - Promotion of their contributions to the Sukuwaku Program through a dedicated page on the Tokyo city’s portal.

This initiative aligns with the broader goals of the Tokyo 2050 Strategy, emphasizing child-centered policies that prioritize the perspectives and needs of children in the formulation of educational programs. As this initiative progresses, Tokyo aims to cultivate an environment that not only nurtures the potential of young learners but also strengthens the community of educators dedicated to their development.
