Revolutionizing Connectivity: Aztelekom and Huawei Launch 'Online Azerbaijan' Nationwide Broadband Project
In a significant stride towards enhancing digital access, Aztelekom, a subsidiary of AZCON Holding, in collaboration with Huawei, has successfully rolled out the 'Online Azerbaijan' broadband connectivity initiative. This strategic campaign aims to bridge the digital divide across Azerbaijan, providing almost 99.7% of the country's landmass with high-speed internet access. With a focus on accessibility, nearly 3 million households and businesses throughout the nation are now empowered with high-speed internet and digital services, a remarkable achievement that saw 2 million connections established in just the past two years.
According to Hasan Omarov, CEO of Aztelekom, this venture is not merely a technological upgrade but a strategic investment aimed at reducing digital disparities and facilitating equal access to digital services. The 'Online Azerbaijan' mega project represents one of the largest infrastructure initiatives in the nation’s history, offering all citizens equal opportunities for reliable high-speed internet regardless of their location. Huawei's innovative solutions and proven ability to execute large-scale projects have played a crucial role in the development of Azerbaijan's digital infrastructure, enabling the implementation of advanced technologies such as 10G and 50G PON, which will deliver ultra-fast broadband services in the near future.
Initiated in 2021 by the Ministry of Digital Development and Transport, the 'Online Azerbaijan' initiative aligns with the government's objective of increasing the average internet speed in its stable broadband network to 50 Mbps by 2025. Huawei has significantly contributed to this effort through its TECH4ALL digital inclusion program, which focuses on connecting some of the country’s most remote villages using fully optical gigabit fiber solutions. Cui Yangyang, director of Huawei's TECH4ALL Program Office, emphasized the importance of closing the digital divide, declaring, "By ensuring that everyone has access to high-speed internet, we unlock opportunities for every citizen and empower them to contribute to the country’s growing digital economy."
The project objectives are meticulously tailored, taking into account the population density, infrastructure potential, and social indicators of each of Azerbaijan’s 14 economic regions. When the project commenced, the average internet speed in Azerbaijan was only 11.7 Mbps, but it is projected to increase to over 88.84 Mbps by 2025—an impressive sevenfold growth, primarily driven by the transition from legacy copper networks to widespread fiber optic implementation.
The results of this transformative project have also been recognized on the global stage. Azerbaijan has ascended nine places in the United Nations E-Government Development Index in just one year, entering the top tier of digital governance for the first time in 2025. Exemplary case studies from this initiative have been highlighted at various expert events, earning five international awards and being published by Harvard Business Review Turkey as a model business case, as well as being featured in Philip Kotler's 'Principles of Modern Marketing'.
Traditionally, access to modern communication and digital services was severely limited in rural areas of Azerbaijan. For example, villages like Khinalig, perched high in the mountains, now enjoy high-speed, reliable connections that significantly enhance local opportunities. This connectivity surge supports small and medium-sized businesses, rejuvenates tourism, and allows local artisans to showcase their crafts to a global audience via live streaming.
Improvements in communication infrastructure have also expanded access to online education for schools in rural areas, helping to close the digital gap and provide students with comparable educational opportunities as their peers in urban centers. In addition to online education, projects encompassing telemedicine and smart cities are also underway across the nation.
Looking ahead, the 'Online Azerbaijan' project aims to further extend its reach by promoting 5G connectivity and the Internet of Things (IoT) to even the most remote regions, while also emphasizing energy efficiency and the adoption of green technologies.
