The Japan Planning Institute (JPI) is hosting a seminar in Tokyo on July 18, 2025, featuring the Mayor of Esashi Town, Yoshinobu Terui. This event will delve into the practical aspects of introducing offshore wind power and the processes involved in forming community consensus.

Esashi, situated on the southern side of Hokkaido's Sea of Japan, has been proactive in wind power generation due to the seasonal winds known as “tabakaze” that blow strongly in winter. With the national policy aimed at decarbonization, Esashi, along with two other neighboring towns, is advancing plans to implement bottom-fixed offshore wind power projects. The expected output from these initiatives is equivalent to that of a nuclear power plant, ranging from 1 to 1.5 million kilowatts. To balance environmental concerns and preserve the landscape, Esashi has developed zoning regulations for the introduction of renewable energy.

During the seminar, Mayor Terui will share his insights and experiences regarding community engagement and the strategies employed in this transition to renewable energy. The seminar agenda will encompass several key topics:

1. Current status of the Hiyama offshore wind power project.
2. Esashi Town's initiatives, including:
- Establishment of zoning regulations.
- Collaborations and adjustments with neighboring towns.
- Perspectives on coexistence with the community.
3. The role of local regions as suppliers of food and energy.
4. An interactive Q&A session.
5. Networking opportunities through a business card exchange and a discussion forum for participants to expand their connections and potentially grow their businesses.

Participation Details:
  • - This event is exclusively for in-person attendance; no live or archived streaming will be available.
  • - The registration fee is 37,730 yen (tax included) per participant. Each registered attendee may bring one additional guest for free, provided they register as well. Public organization employees are entitled to a special rate of 11,000 yen (tax included) for up to two individuals.
