Context and Relevance


Japan's commitment to achieving carbon neutrality by 2050 was notably reinforced when the nation submitted new climate change targets to the United Nations in February 2025. These ambitious goals include a 73% reduction in CO2 emissions measured against the 2013 baseline by 2040. To align with these targets, the government has approved the 7th Basic Energy Plan, which emphasizes a simultaneous approach to energy stability, economic growth, and decarbonization.

Among the initiatives outlined, the transportation sector's usage of biofuels, such as bioethanol blended gasoline, biodiesel, and sustainable aviation fuel (SAF), is emphasized as a key focus area for the promotion of decarbonized liquid fuels. Several countries have already begun reinforcing their strategies to enhance agricultural development and boost domestic industrial competitiveness based on biofuels.
