Japan System's New Contract in Kusatsu City

Japan System Co., Ltd., headquartered in Shibuya, Tokyo, has announced a significant milestone in municipal service automation by securing a contract with Kusatsu City in Shiga Prefecture. This contract encompasses the deployment of their financial management solution, known as "FAST Financial Accounting," as well as an electronic approval system to enhance efficiency within the local government. Both systems are expected to go live progressively starting from October 2025.

Background of the Implementation

Kusatsu City has faced challenges with its existing financial management system, which has been operational since 2011. As time has passed, the system's capability to adapt to modern requirements has diminished, thus increasing the need for an upgrade. Alongside this upgrade, there is a pressing demand to integrate an electronic approval function that supports the city's financial administration tasks, further promoting business efficiency and paperless operations.

Japan System proposed a seamless integration of the new financial management system with the existing groupware system, which will allow city employees to view approval statuses directly from their portals. This setup aims to facilitate swift access to the approval screen from links within the approval status interface, thereby expediting the approval processes. The city appreciated Japan System’s past achievements in implementing similar systems in nearby municipalities, coupled with a robust maintenance structure, which were crucial factors in selecting Japan System for this project.

Japan System’s "FAST Financial Accounting" solution is designed to strengthen the PDCA (Plan-Do-Check-Act) cycle of public administration by supporting comprehensive financial operations. Features include digital documentation, electronic approvals, electronic invoicing, and enhanced visibility and analytical capabilities of data. Its track record spans over 40 years, having supported the financial accounting activities of local governments across Japan. Notably, in Shiga Prefecture, 7 out of 19 municipalities have adopted this solution, while nationwide, it has been implemented in over 280 municipalities. Particularly in Tokyo's Special Wards, it has found success with 13 out of 23 wards currently engaged in or completed implementations.
