KnowledgeWorks Unveils Third Edition of State Policy Framework for Personalized Learning
On May 12, 2025, KnowledgeWorks, a notable institution in education reform, introduced the third edition of its State Policy Framework for Personalized Learning. This updated framework is built upon over a decade of dedication to policy advancement, with collaboration from more than 25 states nationwide.
Jon Alfuth, the Senior Director of State Policy at KnowledgeWorks, remarked on the importance of this framework amid the current educational landscape in the U.S. “As communities strive to ensure public K-12 education resonates with younger generations, and as educational oversight increasingly transitions to state governments, this framework offers both a timely and practical solution,” he said. The goal is to empower state leaders to undertake decisive and deliberate actions for reimagining education on a state level.
The framework outlines
eight essential conditions for fostering an environment conducive to student-centered learning. These conditions are not just theoretical; they come with real examples from various states, providing actionable strategies for both state and local education leaders. Additionally, it includes curated resources that guide stakeholders through deeper explorations and practical support for implementation.
KnowledgeWorks actively employs the eight conditions of this policy framework in its initiatives across states, aiming to accelerate personalized, competency-based learning methodologies. “The framework helps us collaborate effectively with states, tailor our support to their unique needs, and develop collaborative solutions,” Alfuth added.

Montana, the framework has shaped policy guidance and resources aimed at improving educational outcomes. In
Nevada, KnowledgeWorks’ strategic partnership has been key in articulating a bold vision for the educational future, highlighting necessary policy and implementation changes to realize that vision.
Jeanine Collins, co-founder and Chief Impact Officer of the Center for the Future of Learning in Nevada, emphasized the significance of collaborating with KnowledgeWorks in this area. “Their action planning method laid the groundwork for our state's Portrait of a Learner, inspired the creation of the Nevada Future of Learning Network, and influenced commission efforts that now drive our ten-year education plan.”
The inaugural edition of the framework, released back in 2015, was the first resource dedicated to the evolving field of student-centered policies and became a foundational reference for innovative policymakers. Its successor was instrumental in guiding states in their educational system reforms. This latest version reflects the shifting educational landscape and the increasing demand for actionable and visionary educational policies.
Addressing these demands, the framework illustrates concrete implementations of policies that incite genuine changes in classrooms across the country. “This tool functions beyond that of a conventional policy manual; it acts as a catalyst for change. If leaders are eager to enhance their schools’ efficacy for all learners, their journey towards innovation commences with this framework,” Alfuth concluded.
