Virginia Housing Allocates $1.7 Million to Innovate Affordable Housing Solutions



Virginia Housing has taken a significant step towards improving housing affordability in the state by allocating $1.7 million to five organizations through its Innovation Grant Program. Announced on June 12, 2025, this program aims to pursue creative solutions that enhance the availability and quality of affordable housing, particularly for low-income and vulnerable populations.

Virginia Housing's CEO, Tammy Neale, highlighted that the initiative reinforces the essential role of safe and affordable housing in fostering thriving communities. Neale stated, "Creating safe, affordable and quality housing is foundational to building thriving communities, and Virginia Housing encourages holistic innovation that supports ingenuity in housing solutions."

The Innovation Grant Program focuses on groundbreaking strategies that are intended to transform the housing landscape. Eligible projects are evaluated on their innovation level, replicability potential, and how effectively applicants share their insights and outcomes. Notably, the program offers three types of funding options:

1. Innovation Planning Grants: Providing up to $50,000 for preliminary explorations of ideas that have yet to reach implementation.

2. Innovation Program Grants: Granting up to $200,000 for organizations introducing new methodologies to programs, services, and financing – addressing aspects such as property management, community involvement, and funding strategies.

3. Innovation Construction Grants: Offering up to $500,000 to support innovative construction techniques that will lower costs and reduce construction times. This includes the development of affordable building materials and new methods that enhance resource conservation while maintaining high standards of quality and efficiency.

2025 Innovation Grant Program Awardees


The following organizations have been awarded grants:

Moton Circle Innovation Project


Recipient: Norfolk Redevelopment and Housing Authority
Funding: $500,000
Purpose: The project will analyze key metrics of two building types, assessing their costs, impacts, market appeal, and flexibility. It will feature a blend of both stick-built and modular residential townhome units, with future expansions planned.

Prefabricated Approaches and Volunteer-based Enhancements (PAVE) for Virginia Nonprofit Builders


Recipient: Virginia Center for Housing Research at Virginia Tech
Funding: $400,000
Purpose: This initiative, partnering with Habitat for Humanity, aims to mitigate labor risks and cut materials costs by adopting the innovative PAVE building method. It'll enhance access to high-performance housing through community engagement and volunteer-based construction techniques.

YWCA Richmond Housing Campus


Recipient: YWCA Richmond
Funding: $400,000
Purpose: The funds will facilitate the construction of 'The Heights', a multi-use facility providing affordable housing and essential services for survivors of domestic and sexual violence. The design features a trauma-informed housing model without strict time limits.

Solar Lease Program for Low-Income Homeowners


Recipient: Habitat for Humanity Virginia
Funding: $200,000
Purpose: This expansion will increase the installation of solar panels for Habitat homeowners, ensuring that their investment not only begins generating financial savings immediately but also contributes to the sustainability of the program.

Mobile Drop-in Center


Recipient: Pathway Homes Inc.
Funding: $200,000
Purpose: This initiative introduces a mobile drop-in center – PathV – specifically designed to service those experiencing homelessness. This unique facility will travel to encampments to offer community support services directly where they are needed most.
