New Guidelines for Safe Drone Show Operations Released in Japan

Advancements in Drone Show Safety Regulations



As drone shows continue to captivate audiences across Japan, with hundreds to thousands of drones illuminating the night sky, the need for structured operational guidelines has become increasingly urgent. Recent incidents abroad, including crashes and accidents involving audience members, underscore the risks associated with these spectacular displays. To address these concerns, the Japan Drone Show Association has developed its inaugural version of the "Drone Show Operation Guidelines."

The guidelines aim to establish clear operational standards under four primary perspectives: safety, regulatory compliance, quality assurance, and the healthy development of the industry. On July 28, 2025, the first edition focusing on safety will be made available to members, marking a significant step towards ensuring the safe execution of drone shows.

The guidelines incorporate practical insights gathered from regular member companies experienced in the field. They cover various aspects of drone show operations, including:
  • - Venue environment assessment - Understanding the specific characteristics of the event space.
  • - Designing flight and security areas - Establishing safe zones for performances.
  • - Establishing operational structures based on risk assessments - Formulating a reliable framework to minimize potential dangers.
  • - Standard procedures for equipment inspections and test flights - Ensuring all drones are functioning properly before shows.
  • - Emergency response protocols - Preparedness for unforeseen incidents.

Moreover, the formulation of these guidelines has been undertaken in consultation with Japan's Ministry of Land, Infrastructure, Transport and Tourism to maintain alignment with existing regulations and enhance practical applicability. Ongoing dialogue with governmental bodies is planned to continually refine safety standards across the industry.

Initially, the guidelines will be shared exclusively with members. After September 2025, a series of study sessions and briefings will be organized to facilitate a deeper understanding and practical implementation of the guidelines within member organizations. The Association is also committed to progressively developing standards related to regulatory compliance, quality assurance, and industry advancement, significantly contributing to the overall reliability and sustainable growth of the drone show sector.
