Introduction
On September 26, 2025, Tokyo and NTT East Japan (NTT East) signed a basic agreement to implement the 'Fishery Cooperative-run Land-based Aquaculture Project.' This initiative aims to create a unique land-based aquaculture model that is resilient to climate change and promotes regional revitalization.
Background and Objectives
In recent years, the fishing production in Tokyo has been declining due to climate change and other adverse factors, affecting both marine and freshwater operations. With increasing water temperatures and the risk of environmental changes from droughts and heavy rains, there are significant concerns regarding the sustainability of fisheries, especially in freshwater aquaculture. As part of the 'Tokyo 2050 Strategy,' the Tokyo government aims to establish sustainable agriculture, forestry, and fisheries, with an emphasis on developing new business models for land-based aquaculture.
The agreement leverages the advanced Information and Communication Technology (ICT) capabilities of the NTT East Group to create a stable production environment, improve business viability through efficient fish-rearing methods, and ensure a working environment that is considerate of the elderly and other vulnerable groups. This cooperation marks a significant step toward establishing a Tokyo-based aquaculture model.
Key Initiatives of the Agreement
1. Implementation of Closed-Loop Aquaculture Plants
The project will set up a test facility for closed-loop aquaculture in a suitable location within Tokyo. This facility will implement an ICT-driven management system to enhance fish-rearing conditions and allow for remote operational guidance.
2. Efficient Fish-Rearing Practices
By operating the constructed aquaculture plants focusing on specific fish species, the project aims to gather and analyze data to develop efficient rearing techniques, thereby optimizing breeding conditions and enhancing overall fish production.
3. Product Development and Local Specialties
To ensure the financial viability of the land-based aquaculture business, the initiative will collaborate with local companies for product development, processing, and market expansion, ultimately working towards the establishment of locally sourced specialty products.
Roles and Responsibilities
Tokyo Government
The Tokyo Metropolitan Industrial and Labor Bureau will manage the project comprehensively, providing guidance and support. They will oversee the participation of local fishing cooperatives and other stakeholders to address challenges and promote efficient cooperation.
NTT East
NTT East will offer engineering solutions for the closed-loop aquaculture plant using its various assets and ICT capabilities. The company will also facilitate the development of optimal rearing environments while ensuring that the working conditions cater to all demographics, including seniors, and work towards forming a viable business model based on the production of seafood products.
