Florida Atlantic University and Blue Ops Launch Maritime Defense Initiative at Harbor Branch

Strategic Partnership for Maritime Innovation

Florida Atlantic University (FAU) has forged a new strategic alliance with Blue Ops, the maritime division of Red Cat Holdings, Inc., as announced on October 2, 2026. The partnership aims to elevate the capabilities of unmanned maritime systems by establishing operations at the FAU Harbor Branch Oceanographic Institute in Fort Pierce, Florida. This collaboration creates a nexus for research, development, testing, training, and collaboration in ocean technology and national defense.

"This is precisely the kind of strategic partnership that can amplify the strengths of both organizations," stated FAU President Adam Hasner. By integrating the world-class oceanographic resources of the Harbor Branch with Blue Ops' advanced maritime technologies, the partners seek to drive innovation from research labs to real-world applications. The initiative also focuses on providing students with hands-on opportunities in a rapidly evolving field.

The 144-acre Harbor Branch facility is uniquely equipped with deep-water access, marine scientists, specialized equipment, and decades of experience in creating technologies for challenging ocean environments. Blue Ops will lead with its expertise in unmanned surface vessels and maritime autonomy. Barry Hinckley, President of Blue Ops, expressed enthusiasm about advancing maritime technologies through this partnership. He emphasized the importance of building a skilled workforce as autonomous systems become more integral to maritime operations.

The collaboration is not just limited to research but extends to personnel training, equipment maintenance, and real-world demonstrations in both land and water contexts. The synergy between FAU's academic prowess and Blue Ops' industry expertise is poised to produce significant benefits, including joint research initiatives, graduate scholarships, and paid internships.

FAU's commitment to research in national defense and autonomous systems is highlighted in its strategic plan for 2026–2031. The university's Autonomous Systems Initiative unites faculty across disciplines to advance research and education in air, ground, and underwater environments. Dr. Michael Twardowski, a leading figure at FAU, has over 30 years of experience researching optical sensing and autonomous marine systems with the U.S. Office of Naval Research. His experience is a testament to the university's long-standing dedication to advancing marine technologies.

"This partnership is a natural extension of what Harbor Branch has done for decades; bringing scientists, engineers, and technology developers together to solve complex ocean challenges," remarked Dr. Jason Hallstrom, FAU Harbor Branch’s interim executive director. The collaboration anticipates significant contributions to the field of maritime technology and education.

With the support of the Business Development Board of Palm Beach County (BDB), the establishment of Blue Ops at Harbor Branch underscores the area's potential as a technology hub. Kelly Smallridge, President and CEO of BDB, remarked, "Palm Beach County is at the forefront of technology, and this partnership demonstrates how regional assets can unite to create new opportunities."

As Blue Ops solidifies its presence at FAU's Harbor Branch, the focal points will include joint research initiatives, engineering, workforce development, and technology demonstrations aimed at strengthening maritime autonomy and national defense. This partnership not only enhances academic research but also contributes to the wider community through workforce training and economic growth.

Overall, the strategic collaboration between Florida Atlantic University and Blue Ops sets a new standard for maritime defense operations, positioning both entities as leaders in the field. The partnership reflects an understanding of the critical importance of new technologies in ensuring national security and operational efficiency in maritime contexts. Together, they are paving the way for future innovations that promise to elevate the capabilities of maritime defense and ocean technology.
