University Instructors Appoints New CEO

RICHMOND, Va. – November 17, 2025 – In a significant leadership change, University Instructors (UI), a premier provider of educational tutoring and support services for K-12 institutions across the United States, has officially announced the appointment of Dr. James Lane as its CEO. Dr. Lane, who previously served as an Advisor to the UI Board, steps into this crucial role following Jim Popp, the organization's founder and outgoing CEO.

Dr. Lane brings a wealth of experience to UI, with a notable background in educational leadership and administration. Before joining UI, he held the position of Managing Director of K-16 Education at Educational Testing Service (ETS). Additionally, he has an impressive track record within the U.S. Department of Education, where he acted as both the Acting Assistant Secretary and Principal Deputy Assistant Secretary in the Office of Elementary and Secondary Education. Dr. Lane's credentials further include a term as CEO of PDK International and being the 25th Superintendent of Public Instruction for the state of Virginia, where he was named Virginia Superintendent of the Year in 2017.
