Blue Shield of California Launches Program for New Mothers and Babies' Support

Blue Shield of California's Promising Start Program

On November 21, 2025, Blue Shield of California Promise Health Plan unveiled an innovative initiative called Promising Start. This program has been specifically designed to enhance the physical and mental health outcomes for new mothers and their babies during the critical early months following childbirth. Available to Blue Shield Promise members in San Diego County, Promising Start provides essential supplies and financial relief to families welcoming a new child into their lives.

Overview of the Initiative

The Promising Start initiative expands upon the existing Medi-Cal Maternity Program by introducing additional services that cater to both the health needs of mothers and their newborns. Expecting parents who are members of Blue Shield will receive Promising Start kits filled with critical supplies as they approach their due date. This includes valuable Amazon vouchers to ensure that diapers and other necessities are readily available during the baby’s first year.

A Strong Foundation for Families

“Every mother and baby deserve a strong, healthy start, beginning with access to essential care and support during the most crucial stages of parenthood and infancy,” states Jennifer Schirmer, Vice President of Growth at Blue Shield Promise. “We are dedicated to bridging gaps in healthcare and delivering vital services to our communities. This program offers more than just support; it represents hope for families in San Diego facing one of the most transformative times in their lives.”

By alleviating some of the financial stress associated with the arrival of a baby, the program addresses obstacles new parents often face. Furthermore, it aligns with Blue Shield Promise’s commitment to promoting health equity and quality by tackling the disparities encountered by mothers and infants in accessing healthcare.

Essentials for Newborns

The kits include essentials like diapers, diaper rash cream, and breastfeeding pads. With costs associated with newborn care often exceeding $80 per month, these supplies help ease financial burdens during the first critical month of transition for new parents. Blue Shield Promise anticipates that over 800 expectant mothers in San Diego County will receive their Promising Start kits in the first year of the program.

Providing contact points during the prenatal stage also connects mothers and fathers with vital preventive care information. This support enables them to schedule postnatal check-ups and pediatric visits, along with important information about additional available resources.

Eligibility Criteria

To enroll in the Promising Start program, individuals must meet the following criteria:
  • - Be a current member of Blue Shield of California Promise Health Plan.
  • - Reside in San Diego County.
  • - Be pregnant or have given birth within the last 11 months.

Diaper and Baby Supply Coupon Program

In addition to providing kits, Blue Shield Promise is committed to enhancing the experience of new mothers in the first year of their baby’s life through a comprehensive diaper and baby supplies coupon program. Eligible mothers can receive coupons to purchase diapers and other essential supplies after achieving certain postnatal and well-child care milestones. These purchases can be conveniently made online via Amazon, assisting families in offsetting the financial impact of newborn care.

Kristen Cerf, President and CEO of Blue Shield Promise, remarked, “We understand that diapers and other essential goods are crucial for child health, and their cost can be a financial burden for some of our members. We are thrilled to take this opportunity to assist families by providing these essential items and creating incentives for mothers to obtain necessary postnatal care for themselves and their newborns.”
