This initiative is part of Tokyo's 2026 funding support project aimed at flexible financing for companies, where both ordinary shares and newly-issued share options have been included in the scope of funding possibilities.

Understanding the Support Program



The goal of this project is to encourage new business ventures among startups and small enterprises by promoting the use of crowdfunding (both contribution-based and equity-based), thus facilitating the widespread adoption of these funding methods. This year, the program has broadened its support to include not just ordinary shares but also new share options, which emphasizes Tokyo's commitment to backing enterprises in their growth and ambitious endeavors.

Target Enterprises for Support


Eligible applicants for this program include small-to-medium-sized enterprises operating in Tokyo and those that have been established for less than 10 years. Notably, if an individual has transitioned from a sole proprietorship to a corporation, the timeline is considered from the initial founding date.

Key Features of the Support Program



1. Fee Subsidies Related to ECF Use
Companies successfully raising funds through issued shares and new share rights on ECF platforms will benefit from a partial fee subsidy—half of the fees charged by the ECF operator, capped at 7.5 million yen. Exceptional cases aimed at supporting efforts in promoting zero-emission technologies or digital transformation may qualify for two-thirds of the fees, capped at 10 million yen.

2. Consultation Support Services
