Huawei and China Telecom Achieve GSMA GLOMO Award
In a significant recognition of their efforts in advancing child education, Huawei and China Telecom have been awarded the prestigious GSMA GLOMO Award for the best mobile innovation aimed at enhancing the lives of children and youth. The award was received during the Mobile World Congress (MWC) 2026 held in Barcelona, emphasizing the importance of technological advancements in addressing educational disparities.
The Qingjiao Plan: Bridging the Educational Gap
The award-winning innovation, known as the Qingjiao Plan, was developed by the China Social Entrepreneur Foundation (CSEF) and was officially launched in 2019. This initiative leverages China Telecom's 5G network and Huawei's WeLink platform to provide vital learning resources and an online community specifically designed for teacher training in rural and underserved areas. This project plays a crucial role in bridging the educational divide between urban and rural regions, aligning with the UN Sustainable Development Goals.
Cui Yangyang, the Director of Huawei's TECH4ALL Program Office, pointed out the initiative’s alignment with global education objectives: "The Qingjiao Plan effectively bridges the urban-rural gap in educational equity, equipping today’s students in remote areas with the necessary resources to thrive in a digital world."
So far, the Qingjiao Plan has trained nearly 180,000 young teachers across rural China, indirectly benefiting millions of students. In Langcang County alone, the program has trained 600 primary and secondary school teachers, impacting the educational experience for 5,000 students.

The GLOMO Award jury, composed of over 200 independent industry experts, analysts, journalists, and CTOs, praised the Qingjiao Plan for its impressive scope and potential to aid a large number of young learners. The jury highlighted, "The combination of networking opportunities and resources for teachers creates a thoroughly successful solution."

The CSEF, with government support, is instrumental in identifying exemplary teachers who share their expertise online and provide educational resources aimed at improving the skills of rural educators and, consequently, student learning outcomes.

The WeLink platform, part of Huawei’s TECH4ALL program promoting digital inclusion, serves as an interactive online teaching platform connecting schools, students, and educators. It enables students in resource-scarce rural areas to receive multimedia lessons remotely, ensuring they have the same learning experience as their urban counterparts.
China Telecom’s Infrastructure Support
China Telecom offers its cutting-edge 5G and optical network infrastructure to provide seamless nationwide connectivity services for rural areas. Their network solution facilitates smooth roaming and secure management across various devices between mobile and fixed networks, enhancing the educational experience.
