Japan System's Digital Transformation Initiative in Omihachiman City

This new system will seamlessly integrate with the city's existing financial accounting system known as "FAST Financial Accounting." The project is set to commence with trial operations in January 2026, followed by full-fledged implementation in April 2026.
Overview of the Project
Under this initiative, Japan System will adopt "Haratte," a billing issuance service provided by AmbiRise Co., Ltd. (based in Sapporo, Hokkaido) and utilize the "ORCESS Document Management" system offered by OEC Co., Ltd. (based in Okayama City, Okayama Prefecture). The integration aims to streamline all operations from invoicing to approvals, thereby enhancing efficiency in administrative processes.
Background for the Contract
With the relocation of the new city hall scheduled for January 2026, Omihachiman City has been exploring options for the digital transformation of its financial decision-making processes. Since 2022, the city has been using Japan System's "FAST Financial Accounting," and this experience paved the way for the recommendation to adopt Haratte as a digital billing solution. The project will not only facilitate the smooth incorporation of invoice data into the financial accounting system but also ensure that the flow from billing to authorization is entirely digital.
Japan System's Role
Japan System is responsible for constructing the integration functionalities between the currently operational "FAST Financial Accounting" and the newly introduced systems, "Haratte" and "Document Management." This integration will automate the input of previously manually-entered invoice data into the financial accounting system. As a result, it will reduce manual workload and mitigate potential errors. Importantly, alignment with the document management system will lead to a unified foundation for electronic approvals, enabling easier consistency checks with invoice information. Furthermore, moving from paper to electronic storage for financial documents will contribute to a more efficient decision-making process through centralized document management.
