Tokyo University Launches Disaster Solution Executive Program for Professionals in 2026

Tokyo University's Disaster Solution Executive Program



Tokyo University, one of Japan's prestigious institutions, has officially opened applications for its Disaster Solution Executive Program (DSEP) for the academic year 2026. Targeting professionals, this innovative program aims to cultivate leaders capable of addressing a spectrum of challenges ranging from natural disasters to cyber-attacks and geopolitical risks.

The DSEP curriculum is designed to enhance problem-solving skills through a robust combination of both theoretical and practical coursework centered on the concepts of risk and resilience. By engaging in research projects, participants will tackle complex global risks while contributing to the development of sustainable and resilient societies.

Overview of DSEP



In April 2024, the University commenced DSEP in collaboration with CIDIR and the Disaster Management Training Center (DMTC). This program, recognized by the Ministry of Education, provides a certificate upon completion, marking the first of its kind outside the medical field within the university.

The DSEP is gaining traction as the first domestic initiative focusing on decision-making capabilities required for times of crisis. As the world faces an escalating array of threats, including natural disasters and cyber threats, this program emphasizes the significant role of leaders in protecting communities and organizations. Thus, it is designed to invest in self-help and mutual aid for both individuals and corporations.

The curriculum is comprehensive, covering eight key areas of disaster response, and incorporates diverse themes such as cybersecurity, forensics, and organizational crisis management, grounded in both natural and social sciences. Participants will engage in case studies based on domestic and international disaster scenarios, facilitating discussion on how to apply theoretical knowledge to real-world situations. This approach enables participants to acquire practical knowledge while building a strong professional network.

In its inaugural phase, DSEP welcomed 28 participants, including 17 executives from publicly listed companies, with a female representation of about 18%. The second phase expanded to 30 participants with a notable increase in diversity, including professionals such as doctors and lawyers, resulting in a female representation of approximately 25%. Participants from different backgrounds are encouraged to collaborate, fostering a network that thrives even during normal conditions.

The program's continuity and the diversity of its participants set it apart from many other universities where such certificate programs typically operate on a smaller scale or are one-time offerings. DSEP stands as a rare and successful model, earning heightened attention both nationally and internationally. Other faculties and institutions are inquiring about this program, highlighting its potential as a pioneering model for leveraging educational frameworks.

Looking ahead, DSEP aims not only to continue its successful run but also to establish a Graduate Resilience Management Program and explore connections with relevant certifications such as disaster management qualifications. As disasters become more frequent, DSEP remains committed to cultivating indispensable leaders, ensuring that Tokyo University continuously contributes knowledge to society.

Who Should Apply?



The program is open to executives, top management officials, and leaders in society with a minimum qualification of high school graduation.

Learning Outcomes and Duration



Participants will gain systematic knowledge and skills related to risk and resilience through:
  • - Cutting-edge lectures based on the latest research
  • - Individual research themes and activities
  • - A total of 60 hours of learning (additional independent research time required)

Graduation Requirements



To successfully complete the program, participants must submit reports for each lecture, write a research paper, and present their research findings during the completion ceremony.

Delivery Format



Lectures will be conducted online (via Zoom) alongside face-to-face research discussions and presentations. Full online completion is possible, but in-person interactions are encouraged to enhance collaboration.

Tokyo University Graduate School of Interdisciplinary Information Studies or Production Technology Institute's lecture room.

Program Duration
Every year from April to February of the following year.

Capacity
Approximately 18 participants, with a minimum of 10 required for the program to commence.

Tuition Fee (including tax)
  • - With recommendation from DSEP alumni: 880,000 JPY
  • - Without recommendation: 1,100,000 JPY
Graduates will receive a completion certificate from Tokyo University.
