New York City Initiates Problem Gambling Resource Center at Freedom Plaza

In a significant move toward promoting responsible gaming, Freedom Plaza in New York City, backed by the Soloviev Group and Mohegan, has embarked on an innovative partnership with the New York Council on Problem Gambling (NYCPG). This collaboration, announced on August 25, 2025, highlights a shared commitment to addressing the challenges of problem gambling by establishing a dedicated Problem Gambling Resource Center (PGRC) within the proposed entertainment and gaming venue.

This PGRC will serve as a supportive hub for individuals affected by gambling issues, providing a range of educational resources and services. The concept is inspired by successful models like the Ontario Lottery and Gaming Corporation’s PlaySmart Centres, tailored to fit the unique needs of New York’s diverse community. Operating in close connection with the NYCPG’s benchmarks, the PGRC will be strategically positioned within the Freedom Plaza premises to ensure accessibility for all guests.

Michael Hershman, CEO of Soloviev Group, emphasized the importance of making guest health and well-being a top priority at the upcoming venue. He stated, "This partnership reflects our commitment to building a venue that prioritizes the health and well-being of our guests. By working together with the NYCPG, we're establishing a gold standard for responsible gaming in New York."

Similarly, Ray Pineault, CEO of Mohegan, reaffirmed the importance of creating a comprehensive gaming experience that aligns with responsible play principles. He noted, "Partnering with the NYCPG to establish an onsite resource center at Freedom Plaza reflects our ongoing dedication to supporting guests and team members who may be struggling and ensuring they have access to the tools and support they need. This initiative is a critical step in fostering a safe, informed, and community-minded gaming environment for all."

The support center is designed to include a variety of resources, from interactive kiosks to educational materials about responsible gaming. Visitors will also find a welcoming environment for a much-needed respite, complete with daily coffee service.

With a commitment to helping those historically marginalized by problem gambling, the PGRC will offer multilingual services and guarantee confidentiality for all patrons. The aim is to create accessible, free-of-charge resources irrespective of an individual's financial background.

The establishment of the PGRC is a vital advance in the NYCPG's ongoing mission to combat the effects of problem gambling across the state. Plans for collaboration involve a dedicated budget for establishment and operational costs, as well as regular committee meetings to optimize service delivery and outreach capabilities.

Freedom Plaza, the ambitious project from Soloviev Group, spans an impressive 6.3 acres and is set to include a mix of residential, retail, and community-oriented spaces. This venue is anticipated to feature world-class hotels, a daycare center, and a community museum, alongside facilities aimed at providing an enriching experience for residents and visitors alike.

In considering the project, the Soloviev Group is steadfastly committed to sustainable development and social responsibility. With over four generations of development expertise, the group aims to enhance New York City’s landscape and serve local communities through its projects.

Mohegan, recognized for its premier entertainment resorts, echoes this sentiment by focusing not only on premium gaming experiences but also on the welfare of its patrons. The initiative at Freedom Plaza is a testament to their commitment to responsible gaming practices.

The NYCPG's collaboration in this initiative encapsulates a forward-thinking approach to creating an integrated and supportive environment in the gaming industry. With an emphasis on prevention, awareness, and recovery, this center aims to break the stigma surrounding gambling issues and provide critical support services to those in need.

This partnership signifies a positive step towards redefining the gaming landscape in New York City, prioritizing both responsible gaming and community engagement. As Freedom Plaza prepares to welcome its visitors, the commitment to health and safety within the gambling arena stands as a model for future endeavors in the sector.
