Hydro One Unveils Comprehensive $37 Billion Investment Strategy for Ontario's Energy Future

Hydro One's Ambitious Investment Plan

Hydro One Networks Inc. recently announced its five-year investment strategy, termed the Joint Rate Application, which has been presented to the Ontario Energy Board (OEB). This bold plan outlines an investment of approximately $37 billion intended to enhance the electricity infrastructure across Ontario from 2028 to 2032. As the province continues to expand, the demand for reliable and secure electricity has never been more crucial, and this plan aims to meet that need head-on.

Responding to Growing Demand

Megan Telford, the President and CEO of Hydro One, emphasized the importance of having a secure electricity system to support Ontario's economic vitality and competitive edge. The proposed investments are strategically designed based on feedback received from over 100,000 customers throughout Ontario, ensuring that the right investments are prioritized at the right time.

The investment plan intends to bolster the electricity system's capacity to deliver around 6,000 megawatts of new electricity, which can power about five million homes. This increase in capacity reflects Hydro One's commitment to serving the growing demand stemming from both residents and businesses alike.

Infrastructure Modernization

A significant portion of the investment will focus on modernizing existing infrastructure. The plan includes:
  • - Updating 1,400 kilometers of transmission lines, which is comparable to the distance from Toronto to Thunder Bay, helping ensure a stable supply of electricity.
  • - Replacing or refurbishing over 85,000 distribution poles, largely made from Canadian lumber, which will minimize equipment failures that could disrupt service.
  • - Equipping around 90% of major distribution lines with smart switching technology, crucial for quickly identifying outages, isolating damaged sections, and facilitating faster power restoration.
  • - Enhancing physical and cyber security measures to safeguard the electricity system, ensuring continuous service for communities, businesses, and households.
  • - Deploying 5,400 residential energy storage systems designed to drastically reduce the duration of outages—by approximately 95%—for the most affected customers.

Financial Implications for Customers

If the investment plan is sanctioned, it’s expected that typical residential customers will see monthly bills rise by $0.50 starting in 2028, with an annual average increase of $1.14 through to 2032 for transmission charges. However, distribution base charges for these customers are predicted to decrease by about $0.10 in 2028 and remain stable in subsequent years, mainly thanks to the impact of the Distribution Rate Protection Program for eligible customers.

These evolving charges demonstrate Hydro One's consideration for the financial impact on its customers while moving towards necessary infrastructure upgrades to accommodate future growth.

Supporting Economic Development

Importantly, the investment strategy is projected to forge new job opportunities and bolster local businesses across Ontario. There’s also a significant emphasis on fostering partnerships with Indigenous communities, enabling them to play an active role in projects that will shape Ontario's energy future in terms of both sustainability and economic growth.

Conclusion

Hydro One's five-year investment plan is set to redefine the landscape of Ontario's electricity sector, ensuring safety, reliability, and capacity to meet the escalating demands of its people. The consequences of this ambitious initiative, if approved, will ripple across local economies and communities, making Hydro One's growth synonymous with Ontario's prosperous future.
