A New Splashing Experience at Otsukadai Park

Otsukadai Park, located just a five-minute walk from Otsuka Station along the JR Yamanote Line, has been a beloved green space since its opening in 1973. However, after 53 years of service, the park’s facilities are in dire need of an upgrade. To address this issue, the Toshima Ward has unveiled an ambitious plan to renew the park ahead of its 50th anniversary in 2028, focusing on creating a fun and safe water play area for children of all ages.

Reviving a Nostalgic Water Facility

The revitalization aims to bring back the joy of water play that many residents fondly remember. This new feature will be themed around a steam locomotive and include unique water attractions such as a large bucket that douses guests with water, shower tunnels, and spray features designed for endless fun. This is not just a summertime attraction; the structures will also serve as slides and climbing areas throughout the rest of the year, maximizing the park's limited space.

With heavy investment from crowdfunding, the goal is set at 3 million yen, with donations being accepted from individuals both within and outside the ward until December 7. The funds will directly finance the construction of the new water play area.

An official from Toshima Ward shared the vision for the park: "We want children to think, 'On hot days, I want to go to the park,' rather than avoiding it due to the heat. Our aim is to create a fun environment where smiles abound. We appreciate everyone's warm support in this endeavor."

The water features will not be limited to summer fun. During other seasons, the equipment will transform into climbing structures and slides, ensuring that children can enjoy the park throughout the year.

The park’s water play area will feature rubber chip surfacing to prevent slips and absorb impact. The shallow water depth of around 20 centimeters ensures safety for even the youngest visitors, allowing all children to play without worry.

Addressing Park Access Issues in Toshima Ward

Toshima Ward faces challenges regarding park availability, with one of the lowest per capita park areas among all 23 wards in Tokyo. The lack of large public parks means that the 165 smaller parks, especially those under 1,000 square meters, are crucial for local children and families. This is why enhancing the quality and functionality of each park is a priority.
