Volkswagen's Premium Charging Alliance: A New Era in EV Charging Pricing
Volkswagen Japan's Premium Charging Alliance (PCA), based in Shinagawa, Tokyo, is set to revolutionize the electric vehicle (EV) charging experience in Japan starting March 1, 2026. The network will transition from a time-based charging system to a more transparent, energy-based pricing model strictly based on the amount of electricity charged in kilowatt-hours (kWh). This fundamental change aims to align costs with actual usage, thereby fostering a fairer charging environment for electric vehicle owners across the country.
Transitioning to a Volume-Based Pricing Model
Previously, users were charged based on the time spent at charging stations, regardless of external factors such as ambient temperature, state of charge (SoC), or vehicle power acceptance, which could all affect charging speeds. With this new kWh-based pricing method, users will pay for the actual amount of electricity they receive, ensuring that customers are only charged for what they consume, leading to a more satisfying charging experience. This improvement reflects Volkswagen's commitment to transparency in billing and seeks to enhance the overall user experience for Battery Electric Vehicle (BEV) owners.
More Accessible Pricing for Users
To further entice EV consumers, the PCA is also significantly reducing the monthly membership fee from JPY 1,800 to JPY 1,100 — a remarkable drop of around 40%. The PCA will also eliminate the initial registration fee, which was previously set at JPY 2,000, making it easier than ever for new users, including those considering purchasing their first BEV. This cost reduction is expected to lower the barriers to entry for many prospective EV drivers, thereby increasing adoption rates.
Rapid Expansion of Charging Infrastructure
Since its launch in October 2022, the PCA's charging network has rapidly expanded, now comprising approximately 377 locations with 392 charging units, tripling its size in just a few years. The PCA is positioning itself as the largest and fastest-growing CHAdeMO charging network in Japan, featuring high-quality access to ultra-fast chargers, some with a capacity of up to 150 kW. This expansion alleviates concerns surrounding long-distance travel for EV users, ensuring that they can access rapid charging when needed.
New Pricing Plans Effective March 1, 2026
The upcoming pricing structure is broken down as follows:
| Charging Plans | Revised Pricing (Tax Included) | Previous Pricing (Tax Included) |
|---|
| ----- | ------- | --------- |
| Monthly Membership Plan | | |
| Charging Fee | Volume-based: JPY 65/kWh | Rapid charging (150 kW): JPY 75/min |
| | | Rapid charging (90 kW): JPY 45/min |
| Pay-as-You-Go Plan | Volume-based: JPY 95/kWh | Rapid charging (150 kW): JPY 200/min |
| | | Rapid charging (90 kW): JPY 120/min |
| Basic Monthly Fee | JPY 1,100/month | JPY 1,800/month |
| Registration Fee | Free (0 JPY) | 2,000 JPY |
*Note: The basic and registration fees will only apply to the Monthly Membership Plan. The Pay-as-You-Go Plan will maintain its existing pricing.
For the charging stations located at Volkswagen sites, operations will commence by mid-2026. Looking forward, Volkswagen Japan is dedicated to enhancing the charging infrastructure and services while expanding its BEV lineup, including models like the ID.4.
