Guangdong's Strategic Vision: Leading the Charge in China's Economic Development for a Modern Future
On March 6, 2025, the Guangdong Delegation held a plenary session during the third session of the 14th National People's Congress, attracting 267 journalists from 107 media organizations around the globe. The event opened with provincial dignitaries, including Party Secretary Huang Kunming and Governor Wang Weizhong, responding to questions about Guangdong's future policies and industrial strategies. The province's ambition is to elevate its economic position as a leader not just in China but across the globe.
During the discussions, Huang Kunming elaborated on Guangdong’s vision for modernizing its industrial framework. He highlighted the strategic integration of scientific and technological innovation with industrial practices as a cornerstone for building a modern economic system in Guangdong. The province boasts a comprehensive industrial base, covering all 31 major manufacturing categories and housing nine industrial clusters with values exceeding 1 trillion yuan each. This extensive framework enables Guangdong to maintain its leading economic status and solidifies its role as a key global manufacturing hub.
In 2024, Guangdong achieved a total import and export volume of 9 trillion yuan, showcasing the advantages of its open policies. Furthermore, the initiatives, like the 'Action Plan for Attracting a Million Talents to South Guangdong', aim to attract top graduates to stimulate further growth and innovation in the region.
A notable portion of the session focused on Guangdong's collaboration with Hong Kong and Macao to promote the Greater Bay Area’s development. Governor Wang Weizhong commented on the economic vitality of this region, which, while occupying less than 1% of China's land, produces 9% of its GDP. With advancements seen in Hengqin, which transformed its GDP from 285 million yuan in 2009 to 53.8 billion yuan in 2024, the prospects are promising. The region has seen industry growth in 'four-new' sectors—new materials, new energy, new equipment, and new medicine, making up over 59% of Hengqin’s industrial value added.
The meeting also spotlighted Guangdong's support for Hong Kong and Macao's integration into national development, highlighting both regions' critical roles in China's economic ambitions. The 'Open Day' format offered a window for Guangdong to demonstrate its continued growth and openness while positioning itself confidently on the world stage.
The proactive approach taken by the Guangdong leadership to engage with media representatives underscores the province's readiness to embrace transparency in initiatives that drive modernization and global integration. This plenary session exemplifies Guangdong's status not just as an economic powerhouse but also as a beacon of innovation and responsible governance in contemporary China.
With these strategic directions, Guangdong is positioned to further its development, representing a model for other provinces aiming to contribute to China's overarching modernization goals. As it embraces new challenges, Guangdong remains committed to utilizing its robust industrial base to bolster the economy, enhance productivity, and lead in global manufacturing excellence.
