Public FM Festival 2025: An Insight into Future Public Facility Management
Japan Kanzai Holdings, a prominent player in building management and real estate investment management, is set to host the
Public FM Festival 2025 on July 29-30 in Sumida, Tokyo. This festival aims to address pressing challenges faced by municipalities across Japan, such as the aging of public facilities built during the economic boom, changing demands due to population decline, and the reorganization of facilities post-municipal mergers.
Background and Purpose
The need for effective public facilities management (Public FM) has never been more critical. Across Japan, local governments are grappling with facilities that are no longer fit for purpose, alongside rapidly changing community needs. The Public FM Festival serves as a platform for professionals from the public facilities management sector and public-private partnership (PPP) stakeholders to converge, discuss innovative solutions, and share best practices that can transform aging facilities into valuable community assets.
Japan Kanzai has been a recognized partner of the Ministry of Land, Infrastructure, Transport and Tourism since 2018, conducting PPP seminars nationwide. These initiatives have fostered opportunities for the sharing of actionable insights between local authorities.
Event Overview
The first edition of the Public FM Festival will take place over two days at the
Hikifune Cultural Center and the
Sumida Innovation Core in Sumida Ward. Attendance expectations include 148 organizations with around 221 participants, featuring sessions both in-person and online.
Day 1: Keynote Sessions
On July 29, the festival will kick off with keynote speeches and panel discussions focusing on themes such as inclusive facility management, public facility management techniques, and public-private collaboration in urban development. Experts from various municipalities and research institutions will present their experiences and innovative approaches to managing public facilities effectively, including:

Day 2: Collaborative Workshops
The second day will feature an engaging after-session in collaboration with
LOVE FM. Participants will explore urban development in Sumida through interactive workshops based on the Open Space Technology (OST) format, allowing attendees to learn and engage in free discussions about community-building themes.
Interactive Learning and Engagement
During the sessions, nine speakers will cover diverse topics related to public facility management, including energy efficiency through LED upgrades, vacant housing strategies, and regional platform development. The use of real-time Q&A via the web service Slido is expected to promote interactive dialogue between attendees and speakers, creating a dynamic learning environment.
Furthermore, the collaboration with LOVE FM will highlight community voices and experiences, making the event a rich source of inspiration for professionals involved in municipal management projects.
