In a noteworthy recognition of their efforts, Huawei and China Telecom have received the prestigious GSMA GLOMO Award during the MWC 2026 held in Barcelona. The award acknowledges their project, the Qingjiao Plan (清交计划), which aims to enhance educational opportunities for children and young people in China’s rural areas. This initiative falls under the category of 'Best Mobile Innovation for Enhancing the Lives of Children and Young People,' demonstrating how technology can bridge educational disparities.
Launched in 2019 and developed by the Chinese Social Entrepreneur Foundation (CSEF), the Qingjiao Plan leverages the advanced 5G network provided by China Telecom and Huawei's WeLink platform. Together, they have created a robust online community and resource hub aimed at elevating the qualifications of teachers in underserved regions. The project aligns with the United Nations Sustainable Development Goals, specifically targeting the elimination of educational gaps between urban and rural settings.
Cui Yangyang, Huawei's TECH4ALL Program Office Director, emphasized the project's role in providing essential learning resources to students in remote areas, facilitating their success in an increasingly digital world. To date, approximately 180,000 rural teachers across China have been trained through the Qingjiao Plan, indirectly benefiting tens of millions of students. Notably, in Lancang County, where local training sessions have reached 600 primary and secondary school teachers, the initiative has impacted around 5,000 students directly.
The GLOMO Awards jury, composed of over 200 independent industry experts from around the globe, praised the Qingjiao Plan as "impressive in scale and potential to benefit a vast number of young students." Their endorsement highlights the comprehensive approach of the initiative, which simultaneously offers multiple benefits and resources for teachers while ensuring connectivity.
The partnership dynamics are also noteworthy. The CSEF, with governmental backing, identifies exceptional teachers throughout China to share their expertise and educational resources online, thus enhancing the skills of rural educators and improving student learning outcomes. Huawei's involvement is grounded in its TECH4ALL digital inclusion program, with the WeLink platform serving as an interactive online educational space that links schools, teachers, and students. This robust platform enables students from economically challenged rural backgrounds to access multimedia lessons remotely, putting them on equal footing with their urban peers.
Furthermore, China Telecom contributes its 5G infrastructure and fiber optic networks, ensuring nationwide connectivity for rural areas by integrating its 5G campus networks with Wi-Fi solutions. This interoperability fosters seamless roaming and secure management of various devices across mobile and fixed networks, essential for supporting educational activities.
In addition to the accolades for the Qingjiao Plan, Huawei’s TECH4ALL Skills on Wheels campaign made it to the shortlist for Outstanding Marketing Results—Marketing for Good, further underscoring their commitment to social responsibility through innovative technological initiatives.
