MOL Makes Final Investment Decision for Historic U.S. Offshore LNG Project

MOL Ventures into Offshore LNG for the First Time



Mitsui O.S.K. Lines, Ltd. (MOL), headquartered in Minato, Tokyo, has made a significant decision to invest in the first-ever offshore liquefied natural gas (LNG) facility in the United States. This project, developed in collaboration with Delfin Midstream, Inc., and co-investors including Global Infrastructure Partners (part of BlackRock, Inc.) and the renowned LNG trading company Vitol, represents a monumental step in energy production. The facility is set to have an annual liquefaction capacity of 4.4 million tons, making it one of the largest floating liquefaction (FLNG) enterprises globally, with production anticipated to commence around 2030.

The total expenditure for this ambitious project amounts to approximately $5 billion, with investors contributing a collective $1.4 billion. MOL plans to invest about $300 million—23% of the total investment—marking its inaugural engagement in the FLNG sector as a Japanese shipping company.

Since investing in Delfin Midstream, Inc. in 2023, MOL has been actively supporting the development of the FLNG project and conducting assessments to gauge its business viability. The recent decision comes after fulfilling essential conditions for the project's realization and increasing confidence in its revenue prospects.

Contracts and Collaborations



MOL is pleased to announce that it has secured major permits necessary for the project and has entered into long-term sales agreements for the LNG to be liquefied with leading energy companies. These include Centrica, Expand Energy, and trading giants Vitol and Gunvor. Following the investment decision, MOL signed a contract with Samsung Heavy Industries Co., Ltd. for the construction of the FLNG facility, marking the transition into the execution phase aimed at commencing production.

As an investor, MOL will not only contribute funding but also leverage its technical expertise in offshore floating facilities gained from its experience with Floating Storage and Regasification Units (FSRUs). The company is well-equipped to provide operational safety and financial support for the project through its established practices in Ship-To-Ship cargo transfer.

Revolutionizing Gas Transportation



Transporting natural gas typically involves liquefying it to LNG, a process that compresses its volume by approximately 600 times. Traditional methods involve land-based liquefaction and shipping via LNG carriers. In contrast, FLNG technology allows for liquefaction at sea, significantly minimizing the environmental impacts on local communities and enabling flexible shipping routes that avoid congested channels. This innovation offers heightened safety, as equipment can be detached and relocated during severe weather conditions, substantially mitigating risks.

The project will source raw gas from the U.S. mainland, utilizing existing pipelines to transport it to an offshore location about 40 miles from the southern coast of Louisiana. There, the gas will be liquefied on the FLNG and loaded onto LNG carriers for delivery to consumers.

Expanding the LNG Value Chain



With this venture into FLNG, MOL aims to extend its operations vertically within the LNG supply chain, transitioning from LNG transport and reception to production. The knowledge and expertise gained from operating the world's largest LNG fleet position MOL to thrive in the downstream segments through FSRUs and floating power generation units. This strategic participation will enable MOL to create value across the entire LNG value chain and significantly contribute to diversifying, stabilizing, and decarbonizing global energy supply.
