Kivlan's extensive background originates from his impressive career at the U.S. General Services Administration (GSA), specifically within the Federal Acquisition Service (FAS), where he served as the Director of the Office of Customer Care. During his tenure, he was noted for spearheading transformative initiatives aimed at enhancing customer service, improving market research capabilities, and ensuring operational excellence. He holds an MBA in Supply Chain Management from Fitchburg State University and a Master of Science in Program and Project Management from Brandeis University. Additionally, Kivlan contributes to the academic community as an adjunct instructor at Brandeis University, where he teaches advanced courses in project management, procurement strategy, and risk management.
