Environmental Cleanup Completes First Phase at Focal Point Community Campus

The Chicago Southwest Development Corporation (CSDC) has reached an important milestone in its ongoing project aimed at transforming the Focal Point Community Campus. The completion of Phase One of the environmental cleanup marks a significant step toward revitalizing the site that will soon house the new Saint Anthony Hospital. Located at the intersection of 31st Street and Kedzie Avenue in Chicago's Southwest Side, the cleanup effort was initiated after extensive assessments revealed the presence of contaminated soil and other hazardous materials.

During this first phase, approximately 44,000 tons of toxic soil were excavated, alongside the removal of two outdated underground storage tanks. This meticulous process, carried out by Tecnica Environmental Services, relied on multiple testing rounds to ensure safety and compliance with health regulations. The funds for this extensive cleanup came from CSDC's capital resources and federal grants awarded by the Environmental Protection Agency (EPA).

Guy A. Medaglia, the President and CEO of CSDC, expressed his enthusiasm, stating, "After over a decade of challenges and obstacles, our promise that we will not only clean up this land but revitalize this community is being fulfilled." The area once thrived on industrial activity but suffered from disinvestment that led to the abandonment of several facilities, necessitating this cleanup to foster community growth.

The Southwest Side has faced significant challenges concerning air quality and the lack of green spaces, largely due to years of neglect. Alderman Michael Rodriguez of the 22nd Ward emphasized the urgency of this situation: "The completion of the Phase One remediation is a major step forward in transforming the Focal Point site into a long-promised asset for the community." Rodriguez distinguished this site as one of tremendous potential following the former Washburne Trade School’s closure.

This hospital development aims to deliver health and wellness resources to residents of Little Village, as well as those residing on the South and West Sides of Chicago. Furthermore, the eventual construction will provide job opportunities and access to essential healthcare services, thus enhancing the quality of life in the area.

Looking ahead, Phase Two of the cleanup is scheduled to commence in spring or summer 2026, following the approval of a Remedial Action Plan from the Illinois Environmental Protection Agency (IL EPA). In the words of Dorval R. Carter Jr., President and CEO of Saint Anthony Hospital, "Our hospital has been a cornerstone in this community for over a century. As we continue this monumental project, we will ensure that our new facility provides modern amenities and enhanced facilities that benefit our patients, staff and neighbors."

Saint Anthony Hospital will serve as the anchor for the mixed-use development at the Focal Point Community Campus, which aims to include additional retail and green spaces, creating a much-needed environment that promotes both health and economic stability. CSDC’s mission emphasizes creating self-sustaining communities throughout Chicago's underserved neighborhoods by advancing education, health, and wellness programs specific to community needs.

Through significant community investment and redevelopment efforts, the hopes are high that the cleaned-up land will not only boost community morale but also attract further investments to an area once neglected.
