eX² Technology to Establish Fiber Optic Network in Pima County



In a groundbreaking initiative, eX² Technology, a company under Vivacity, LLC, has secured an agreement to construct a fiber optic middle mile network in Pima County, Arizona. This ambitious project, valued at approximately $43.2 million, aims to significantly enhance internet access across this region.

The network, built on an open-access model, will deliver high-speed internet services tailored to facilitate remote learning, telehealth, telework, and to champion digital equity within communities. This strategic move comes as many regions across the USA struggle with inadequate internet options; Pima County is taking proactive measures to enhance its connectivity landscape.

The funding for this venture comes partly through a grant of $30.3 million from the National Telecommunications and Information Administration (NTIA), under their Enabling Middle Mile Broadband Infrastructure Program. Beyond funding, Pima County has developed a comprehensive digital inclusion initiative, dubbed Connect Pima, aimed at ensuring that all residents have equal access to reliable broadband connectivity.

In a detailed plan, eX² Technology will construct a robust 134-mile fiber network ring encircling the urban core of Pima County. This backbone infrastructure is expected to lower the costs for last-mile providers, which in turn will empower them to offer affordable and high-quality broadband services to underserved communities.

Michelle Simon, the Director of the Pima County Office of Digital Inclusion, stated, “The middle-mile network in Pima County will provide long-lasting benefits to our communities. There has been a longstanding need for enhanced connectivity throughout the region. With the expertise of eX² Technology, we are ensuring that every resident and business can access the internet they deserve.”

The project reflects a commitment to fostering resilience, innovation, and equity in an increasingly digital world. Christopher Rabii, President and CEO of Vivacity Infrastructure Group, noted, “At its core, this initiative is about shaping the future of Pima County by providing necessary connectivity to all residents and businesses.”

Jay Jorgensen, the Chief Operating Officer of eX² Technology, emphasized the network's potential impact, stating “This fiber network will fortify Pima County’s communications infrastructure, presenting unprecedented digital growth opportunities for all.” Further, he highlighted the long-term benefits that such a project will bring, not just for connectivity but also for economic advancement in the region.

In 2024, the Pima County Board of Supervisors formally endorsed eX² Technology’s proposal, showcasing the region’s commitment to technological advancement. The completion of this crucial project is anticipated in Fall 2027, and it is expected to open new pathways for growth and innovation across Pima County.
