Japan System Co. Expands FAST Financial Accounting in Ishikari City

Japan System Co., headquartered in Shibuya, Tokyo, has officially begun the implementation of its FAST financial accounting system in Ishikari City, Hokkaido. The project, received from Ishikari's mayor, Tatsuya Kato, is slated to launch in October 2026. This initiative brings the total count of organizations using the system in Hokkaido to thirteen, as of March 2026.

Background of the Contract

The decision to procure a new financial accounting system was influenced by existing challenges within Ishikari City. The city faced issues in complying with the national push for improved public funds collection systems and integrating incoming information systems that are currently under consideration. To address these challenges, city officials opted for a comprehensive financial accounting package that promises cost reduction and effective integration with future documentation management systems.

Japan System’s Proposal

In response to these needs, Japan System proposed utilizing the robust standard functionality of the FAST financial accounting system. This included a digitalization of public fund collection through integration with eLTAX and eL-QR, enabling smoother collection data management. Moreover, such features ensure efficient handling and issuance of eL-QR compliant payment slips that could significantly streamline the city's storage management operations.

Additionally, Japan System’s successful partnerships with various internal information systems that Ishikari is considering further validated their proposal, leading to the contract award, thanks to their established credibility working with comparable organizations in Hokkaido.
