Construction of Manning Substation in California Boosts Energy Infrastructure

LS Power Grid California (LSPGC), a subsidiary of LS Power, has officially kicked off the construction of the Manning Substation in Fresno County, California. This critical project is an essential step towards reinforcing the electrical infrastructure in the Central Valley. With an estimated investment of over $200 million, the Manning Substation will feature a state-of-the-art 500/230-kV substation and a 12-mile 230-kV double-circuit transmission line.

The construction of the Manning Substation is expected to generate approximately 100 jobs, providing a noteworthy boost to the local economy during the building phase. However, the benefits don't stop there; once operational, Manning will significantly improve the reliability of the energy grid in the San Joaquin region. Furthermore, it will enhance access to a wider range of energy sources, thereby promoting lower costs for consumers and ensuring a diverse set of generation resources.

Margaret Bratcher, the senior project manager for LS Power, noted that the initiation of this project ahead of schedule represents a significant achievement for the company. She credited the California Public Utilities Commission and various permitting agencies for their efficiency in navigating the environmental review process. According to Bratcher, fast-tracking transmission developments like Manning is vital for fostering competitive execution of such projects and maintaining accountability across schedules. LSPGC has a proven history of delivering transmission projects efficiently, and they are thrilled to contribute to the enhancement of the energy landscape in California.

The California Independent System Operator (CAISO) recognized the necessity of the Manning Substation during its transmission planning process for 2021-2022. In 2023, LSPGC was selected to undertake this project following a competitive selection process dictated by the Federal Energy Regulatory Commission Order No. 1000. The selection stemmed from their demonstrated ability to contain costs effectively and provide rate certainty, among other advantages offered.

Manning Substation is one of five ongoing transmission initiatives by LSPGC in California, alongside the operational Orchard Substation, which is also located in Fresno County. The ongoing projects underscore LS Power's commitment to investing in energy infrastructure that not only meets current demands but also anticipates the future needs of California's growing population.

LSPGC's mission as an electric transmission utility is to improve reliability and resilience in the electric grid while facilitating the flow of energy from diverse and efficient generation sources. Despite not being regulated by the California Public Utilities Commission, LS Power remains a leading force in the power sector, focusing on investment and operations throughout North America with substantial experience in generation and transmission solutions.

As LSPGC continues to forge ahead with projects like the Manning Substation, California can look forward to a more robust and reliable energy system catering to both current and future energy needs. For more information about LS Power's initiatives, visit their website at lspowergrid.com.
