Foothill Gold Line Project Successfully Completed
The Foothill Gold Line Construction Authority recently announced that the ambitious $1.5 billion light rail project connecting Glendora to Pomona has reached substantial completion, achieving this milestone on schedule and within the allocated budget. Over five years, Kiewit-Parsons, the joint venture responsible for the design and construction, managed to deliver a project that will significantly enhance local transportation.
Project Overview
The completed light rail line spans 9.1 miles and includes four new stations. Each station boasts associated multi-modal parking facilities, which will help streamline passenger transitions between various modes of transportation. The scope of the project also encompassed the installation of new rail systems, which featured key components such as tracking, power sources, and communications systems. Moreover, the project included the relocation of nine miles of freight track, 19 bridges, and numerous safety features designed to ensure safe passage through busy urban areas.
CEO of the Construction Authority, Habib F. Balian, praised the Kiewit-Parsons team for their innovative approach during unforeseen challenges, including the pandemic and extreme weather conditions. This level of performance is increasingly rare for large infrastructure projects, which often face delays and budget overruns. Balian commented, “It is unusual for a large infrastructure project to come in on time and on budget, but KPJV was partners with the Construction Authority from the start.”
Milestone Achieved
Achieving substantial completion signifies that the project is ready for the next phases which include final testing, training for operators, emergency preparedness, and securing approvals from the California Public Utilities Commission. While the opening date has yet to be finalized, the Foothill Gold Line's readiness is a prelude to enhanced public transport accessibility in the region.
Balian added, “This milestone is not only significant for the Construction Authority but also for the entire community, involving Metro, contractors, and our corridor cities.” This project is notable as it is the first light rail initiative funded by Measure M to break ground and reach completion.
Financial Backing and Environmental Considerations
The successful execution of the Foothill Gold Line was largely supported by LA County's Measure M, with additional funding provided by leftover resources from the Measure R initiative and a substantial grant from CalSTA's Transit and Intercity Rail Capital Program. Notably, the project also incorporated eco-friendly practices, such as using recycled tires to mitigate noise pollution along the rail corridor.
This significant phase of development from Glendora to Pomona is a vital step in the expansion of the Metro Gold Line system. Now that phase three is completed, the Construction Authority is preparing for the final segment, which will take the rail line from Pomona to Montclair. The procurement process to secure a new design-build team is in progress, aiming for a contract conclusion by Spring 2025 and anticipated ground-breaking later that year.
