Tokyo Startup Gateway 2025: A Platform for Young Entrepreneurs



The Tokyo Metropolitan Government, in collaboration with the NPO ETIC, has officially launched the entry period for the Tokyo Startup Gateway (TSG) 2025 startup business contest. This year marks its twelfth iteration, inviting aspiring entrepreneurs aged between 15 and 39 to submit their startup ideas in just 400 characters. The contest kicks off on May 13 and remains open until July 6.

Last year saw an overwhelming response, with 3,317 participants, resulting in a cumulative total of 16,303 entries since the contest's inception. The engaging nature of this competition highlights Tokyo's ambition to foster entrepreneurial talent.

Incredible Opportunities Await


Winners of the TSG 2025 contest will receive significant rewards—¥3 million for the Grand Prize and ¥1.5 million for the Excellence Awards. Additionally, participants aiming to establish a corporation in Tokyo can receive a grant of ¥1 million to support their ventures. Over the course of the contest, entrants will have the chance to learn from seasoned entrepreneurs and mentors, facilitated by ETIC, which has successfully supported approximately 2,000 entrepreneurs in the past.

This year's slogan, "LAST ONE DREAMING - Believe in Your Dreams," resonates strongly with the spirit of innovation and resilience among youth.

Expanding the Startup Ecosystem


Tokyo aims to enhance its startup ecosystem under the new strategy titled Global Innovation with STARTUPS. With ambitions to rank 3rd globally in startup ecosystems by 2035, Tokyo is currently ranked 10th in 2024, as per the Global Startup Ecosystem Ranking. However, there are challenges, as Japan's startup numbers lag significantly behind those in the U.S. and face a declining position in Asia.

According to a 2024 survey by the Nippon Foundation, only 45.8% of Japanese youth felt they could change society through their actions, highlighting a critical need for societal support in fostering entrepreneurial spirit.

ETIC’s Commitment to Support Entrepreneurs


Since its establishment in 1993, NPO ETIC has supported individuals with innovative ideas and aspired to cultivate social entrepreneurs. The organization has collaborated closely with the Tokyo Metropolitan Government to foster entrepreneurship.

The TSG has grown increasingly competitive, as evidenced by last year’s data indicating that only 1% of participants advanced beyond the first round. To address this, ETIC is exploring ways to offer more opportunities throughout the year, not just during the contest period.

New Initiatives for Inclusivity


In response to feedback, ETIC is launching online communities throughout the 2024 contest period. A diverse group, ranging from high school students to individuals in their 30s, will participate in thematic communities. This initiative will provide over 700 participants with a collaborative environment to engage and refine their business ideas.

Moreover, TSG will offer distinct community themes, including U18 (high school), U22 (students), WOMEN, Social Innovation, and GLOBAL, fostering a supportive network that is different from traditional competitive contests.

Entry Requirements


Eligible participants must be aged between 15 and 39 as of April 1, 2025, and aim to start a business in Tokyo by 2027. Individuals outside of Tokyo who plan on establishing a business within the city can also apply. The contest promises to be a thrilling journey for those ready to take their entrepreneurial aspirations seriously.
